OREANDA-NEWS. February 08, 2012. In the government of Omsk Region signing of quadripartite agreement on cooperation concerning increase of ecological security and energy efficiency of Omsk region took place with participation of the Governor, Chairman of the Government of Omsk Region Leonid Polezhayev, Director General of federal state budgetary institution “Russian Energy Agency” of the Ministry of Energy of RF Timur Ivanov, President of NP “Center of Innovations” Mikhail Sutyaginsky and Director General of CJSC “GC “Titan” Anatoly Ageyev, reported the press-centre of Titan.

According to the document the parties will join efforts aimed at efficient realization of state policy in the sphere of energy conservation and increase in energy efficiency, provision of successful development of the region, guaranteed energy supply of investment projects realized in Omsk region within the framework of the project “PARK: Industrial-Agricultural Regional Clusters”. In particular, were named priority directions of the cooperation: adoption of advanced energy-saving technologies, equipment, devices and materials during reconstruction and technical refurbishment of the enterprises of CJSC “GC “Titan”, and realization of investment projects of “PARK” (construction of combined-cycle boiler house of 120 MW, bioenergy stations on processing of organic wastes from agroindustrial biocluster).

Director General of FGBU “REA” Minenergo RF Timur Ivanov noticed scale of the projects: “That what had already been done in Omsk region is colossal, the groundwork was laid simultaneously in several directions. All this provides favorable conditions for creation of new jobs, increase of taxable base for the region in general. Taking into consideration this experience, which was achieved by us during cooperation with foreign companies, we can give those advanced technologies, which can be applied on the Russian market and help with organization of financing. Our role within the framework of the signed agreement – informative-methodical support, search of investors, creation of special financial instruments for ensuring of realization of such projects”.

“Today we, together with the Governor of Omsk region Leonid Konstantinovich Polezhayev and representatives of Russian Energy Agency discussed problems of conservation of energy and resources, development of energy capacities within the framework of the new economic platform and, in particular, of the project “PARK: Industrial-Agricultural Regional Clusters”, - Mikhail Sutyaginsky told at the results of the signing of agreement. – In addition, we considered possibilities of construction of bio-gaseous unit on the basis of our animal breeding enterprises, raised question of development of infrastructure – networks, communications, substations. This is the direction which is interesting for small and medium business, future residents of industrial park of polymers and which can be realized by us, using mechanisms of state and private partnership and technologies of organization of financing of Russian Energy Agency”.

For the purpose of development of the major agreement a number of additional agreements were signed with the enterprises of the “Group of Companies “Titan” in accordance with all directions of the project “PARK”.

Signing of these agreements has strategic significance for realization of investment project “PARK” (the head of the project is Mikhail Sutyaginsky). “Group of Companies “Titan” is a pilot platform on part of organization and implementation of energy-efficient activities – including the use of the most advanced steam and gas technologies and progressive energy-saving technologies in the sphere of processing of animal-breeding wastes, vegetable biomass.

Let us mention, that on 24 November of the last year during II Interregional Conference, dedicated to realization of the project “PARK”, “Group of Companies “Titan”, NP “Center of Innovations”, company limited “Modern Technologies of Business” and “Russian Energy Agency” signed agreement on cooperation aimed at the development of the project “PARK: Industrial-Agricultural Regional Clusters” and expressed intention to carry out its realization on the territory of the Russian Federation, based on the principles of innovation and economic attractiveness. The present agreement complements the active one, specifies directions of work, and participation of the Government guaranties state support for the complex of large-scale activities defined by the document.
