IBA to Implement 2nd Release of EDM System for Belarusian Government
OREANDA-NEWS. February 08, 2012. IBA won the tender of the Belarusian Ministry of Communications and Informatization for implementation of the second release of electronic document management system for Belarusian governing bodies (ISEDM), reported the press-centre of IBA.
The Tender Coordination Council included representatives of the Ministry of Communications, the Administrative Department of the President of the Republic of Belarus, the Operation and Analysis Center of Administration of the President of Belarus, and the National Academy of Sciences. The project will be implemented based on Chancellor, the IBA proprietary EDM product and as a part of the national program E-Government.
The project is aimed at providing quick and efficient information exchange between government authorities and other institutions of the Republic of Belarus in compliance with their organization structure.
The 1st release of ISEDM covered the development of a single information space for 78 distributed Belarusian public institutions including the Administration of the President, the Council of Ministers, all ministries, the Minsk Executive Committee, all local executive committees, and the National Bank of Belarus.
The 2nd release of ISEDM includes roll-out to more than 120 Belarusian governing bodies and organizations.
The 2nd release of ISEDM will allow for:
Raising efficiency of state governing bodies through the replacement of paperwork with electronic document management and the use of remote interdepartmental interaction technology
Integrating the internal workflow systems of the organizations with ISEDM using unified XML format, electronic digital signature (EDS), and technology of guaranteed message delivery
Providing interdepartmental electronic workflow
Raising operational flexibility of management decisions and control of performance discipline
Creating interdepartmental electronic workflow of the state governing bodies integrated with ISEDM in accordance with the Belarusian legislation
Ensuring backup and archiving of the information
Providing protection of documents transferred between geographically distributed organizations using the EDS of the encryption provider certified in the Republic of Belarus and compatible with the EDS of the 1st ISEDM release.
The implementation of the 2nd ISEDM release will result in the expanded functionality and the subscriber list of the system.
IBA plans to put the 2nd release of ISEDM in commercial operation by the end of the year 2012.
