OREANDA-NEWS. February 03, 2012. Prime Minister Mykola Azarov charged the Ministry of Regional Development, Construction, Housing and Communal Services and the Ministry of Economic Development and Trade and the Ministry of Finance to develop a comprehensive medium-term state program which would provide a higher level of warm efficiency as within upgrading housing and communal sector and during construction new housing. This task was set at a session of the Cabinet of Ministers of Ukraine.

"We should to unite the efforts of the Government, local authorities and citizens. Algorithm in general terms as follows: state creates incentives to upgrade housing and communal services and allocates resources to that program - Mykola Azarov said. – We review building codes of warm efficiency in accordance with European standards so that we will never return to this problem when we mean new building. Local government creates practical solutions for energy efficiency for every street, every house".

But he added that citizens who want to upgrade dwelling should receive technical and credit support, compensation for their investment in insulation and more.

"I want all realized: it is not robust solutions, but irrevocable public policy", - the Prime Minister said.
