Flat Rate of Excises on Cigarettes Doubled in Moldova
OREANDA-NEWS. February 02, 2012. According to the fiscal policy for 2012, in particular, starting from January, 1, the flat rate of excises on tipped cigarettes has grown from 10 to 20 leis for 1 thou. of cigarettes, with its ad valorum component, that is the interest rate from the customs value of the good) has increased from 18% to 24%.
The flat rate of excises on non-tipped cigarettes has grown from10,5 to 20 leis for 1 thou. of cigarettes. In the end of December, 2011, as debating on the fiscal policy for 2011, Oleg Reidman, a member of the parliament of the CPRM faction, suggested to raise the flat rate of the cigarette excise to 50 leis, with its ad valorum component being established at 15%, but no less than 100 leis for 1 thou. of cigarettes.
MPs agreed to consider this matter at one of the first sittings of the new session of the parliament. Prime-minister has said that the government is ready to examine proposals on changing the excise rates and added that the cabinet supports them if the possibility of higher receipts into the state budget will justified by figures. Since April, 1, 2011, the flat rate of the excise on tipped cigarettes has been raised from 6,6 to 10 leis for 1 thou. of cigarettes, whereas its ad valorum component being raised from 12% to 18%.
The rate of the excise on non-tipped cigarettes has increased from 7 leis to 10,5 leis. Moldova has been said to raise excises on cigarettes every year so that to have them complies with the European standards.
