FAS Met with Promoting Competition in CIS Partnership
OREANDA-NEWS. January 31, 2012. The Heads of competition authorities from Kazakhstan, Russia and Ukraine held a meeting with representatives of “Promoting Competition in the CIS Countries” Non-Commercial Partnership in at the II Competition Forum of Ukraine, reported the press-centre of FAS Russia.
One of the priorities in the work of “Promoting Competition in the CIS Countries” Non-Commercial Partnership in 2012 can be assistance to the antimonopoly bodies in developing a legal framework for protecting competition in order to facilitate functioning of a supranational body as part of creating a Single Economic Space of three countries – Russia, Kazakhstan and Belarus. This statement was made by the Head of the Federal Antimonopoly Service (FAS Russia) Igor Artemyev at the meeting.
The parties also discussed devising a standard law on protecting competition. “Lawyers of the Non-Commercial Partnership perhaps can provide significant legal assistance in course of drafting this document”, believes Mr. Artemyev.
The Heads of competition authorities taking part in the meeting stated that they are ready for cooperation with the European Commission in investigations of violations of the antimonopoly law. This year the Chairman of the Interstate Council on Antimonopoly Policy (ICAP), the Head of the Agency of the Republic of Kazakhstan for Competition Protection, Mazhit Yesenbayev, plans to hold negotiations with the European Commission regarding such cooperation.
Participants also agreed that it would be necessary to create single ICAP site with a possibility to broadcast news from the antimonopoly bodies of the CIS member-states.
The Chairman of Kazakhstan antimonopoly authority asked members of the Non-Commercial Partnership and Ukraine’s Association of Lawyers to take part and provide consultations assisting in organizing a conference on antimonopoly regulation in Kazakhstan, by analogy with “Antimonopoly Regulation in Russia” – an annual conference organized by “Vedomosti” newspaper and “Promoting Competition” Non-Commercial Partnership.
