Law on State Budget for 2012 Came into Effect in Moldova
OREANDA-NEWS. January 26, 2012. Speaking at the sitting of the government, Vladimir Filat, prime-minister, has pointed out the necessity to assume measures for implementation the main financial document of the country, in particular, to prepare draft resolutions concerning the order of administration o various state funds. According to him, these considerable means must be administrated efficiently for the benefit of citizens of Moldova.
The revenue of the stated budget of Moldova in 2012 is expected to be 21 bln. 367,3 mln. leis, with the expenditures and the deficit being 22 bln. 164,3 mln. leis, and 797 mln. leis respectively. As compared with 2011, the revenue will increase by 12%, and the expenditure will grow by 8,9%. The state budget deficit will amount to 797 mln. leis , that is 0,9% of GDP. It is planned to be covered by receipts from the sale of state securities (150 mln. leis), from privatization of state property (260 mln. leis), loans and external financial aid. In the total volume of receipt in the state budget 2012 the incomes administrated by the state fiscal service are planned to be 5 bln. 787,4 mln. leis (27,1%).
They will exceed indicators approved for 2011 by 540,3 mln. leis (10,3%). The incomes administrated by the state customs service are projected to make 13 bln. 361,5 mln. leis (62,5% of the total sum of incomes), which is 1 bln. 874,8 mln. leis (16,3%) up against indicators of 2011. The major share of the state budget revenue is planned to be made of fiscal incomes which will increase by 1 bln. 848,9 mln. leis (12,5%) as compared with 2011.
Non-fiscal incomes are forecasted to amount to 830,7 mln. leis, which is 78,4 mln. leis (10,4%) up as compared with the last year. The key sources of the state budget revenue this year are projected to be VAT on imports (45,4% of all incomes), VAT on domestic goods and services (16%), and grants for projects financed from external sources (6,5%). The state budget for 2012 has remained social. Over 78% of its expenditures are provided for health care, education, social insurance, etc.
Justice has been allotted to 384 mln. leis, state services of general purpose - 1,16 bln. leis, National Army - 271 mln. leis, public order and national security maintenance - 1,39 bln. leis, education - 2,28 bln. leis, sciences and innovations - 372 mln. leis., culture - 333 mln. leis, health careе - 2,72 bln. leis, insurance and social assistance - 3,98 bln. leis, agriculture - 976 mln. leis, transportation and road infrastructure - 2,1 bln. leis.
The agriculture subsidiary fund is to make 400 mln. leis, National fund of regional development - 174,7 mln leis, and Road fund - 1,02 bln. leis. The law about the state budget for 2012 has been elaborated adjusted for 4% growth in GDP predicted, 7,7% rise in inflation, 10% increase in exports and 9% growth in imports.
