NTT DATA Concludes Contract with JICA
OREANDA-NEWS. January 25, 2012. NTT DATA CORPORATION concluded a contract with Japan International Cooperation Agency (JICA) on December 7, 2011 for the use of NTT DATA's PANADES Flight Procedure Design System in JICA's "Project for the Capacity Development for Transition to the New CNS/ATM Systems in Cambodia, Lao PDR and Vietnam" Technical Cooperation project (*1). NTT DATA was selected after winning the bid for a system for capacity development relating to the design of Performance Based Navigation (PBN) flight procedures.
The PANADES system is to be introduced as an essential type of equipment for the Technical Cooperation project being designed for the Civil Aviation Administration, and Education and Training Agency, Ministry of Communications of Vietnam, Laos and Cambodia. The PANADES system will be used from August 2012.
Vietnam will be the 3rd country that PANADES has been used overseas after Thailand and Indonesia.
About the project
JICA has recently been working on Technical Cooperation projects in the aviation sector for Southeast Asian countries such as the Philippines and three Mekong countries (Vietnam, Laos and Cambodia). In the east Mekong region, JICA has been working on the "Project for the Capacity Development for Transition to the New CNS/ATM Systems in Cambodia, Lao PDR and Vietnam" Technical Cooperation project with the State Secretariat of Civil Aviation of Cambodia, Department of Civil Aviation and Air Traffic Management of Laos, Civil Aviation Administration of Vietnam and Vietnam Air Navigation Corporation. This project is a 5-year plan for the transition to next-generation aviation safety systems in the east Mekong region beginning in January 2011. The project aims to improve the efficiency and safety of air traffic, and expand the airspace availability in the region. JICA will provide support for capacity development for the design of Performance Based Navigation (PBN) flight procedures, and next-generation air safety training systems for air traffic controllers and air navigation service engineers.

JICA invited tenders for equipment required for the "Project for the Capacity Development for Transition to the New CNS/ATM Systems in Cambodia, Lao PDR and Vietnam", with NTT DATA's PANADES system being used for capacity development relating to the design of Performance Based Navigation (PBN) flight procedures. NTT DATA concluded a contract with JICA on December 7, 2011 to participate in this project.
About PANADES
The purpose of the PANADES system is to design aircraft flight procedures based on international standards. Designing flight procedures needs to consider numerous factors including aircraft performance, landforms, artificial obstacles and weather conditions for each segment of design, and then accurately and faultlessly conduct intricate calculations, such as complex geometric computations or the calculation of various parameters according to the characteristics of a given aircraft category. PANADES has capability for automatic processing of many of the complicated calculations required to design flight procedures, and features the ability to automatically create flight areas by entering a minimum of parameters. This reduces the time required to design flight procedures and enhances safety by ensuring the quality and reliability of design output.
