RTEC to Contribute to Uninterrupted Power Supply of Olympic Tests
OREANDA-NEWS. January 24, 2012. The Russian Telecom Equipment Company (RTEC) together with system integrator “Gollard” took part in setting up the Krasnaya Polyana Substation Management Center (SMC) located in the Olympic power objects construction zone of the Federal Grid Company of Unified Energy System (FGC UES) - South. SMC will support tests competitions in 9 winter Olympic sports that will be held in Sochi in 2012. SMC's main objective is automation of operational and technological monitoring and management of electric power networks. SMC will provide uniform uninterrupted remote management of 10 kW and 110-220 kW power objects of the mountain cluster of the Sochi region. It will enable fast assessment of their current status, as well as forecast and prevent undesirable development of various situations.
The managed objects include the 220 kW Poselkovaya substation, the 110 kW Mzymta and Sportivnaya substations, and 10 kW distribution networks that supply electricity to the Roza Khutor mountain ski resort. The management center helps to:
raise reliability of electric power network operation by reducing the number of outages, preventing human errors, and cutting network operation incidents;
reduce the cost of electric network operation by optimizing hardware operation modes and cutting maintenance and repair expenses;
cut idling time of operation teams and equipment through automatic management of electric network repair jobs;
-train operation personnel on real workplaces with emulation of training situations on the basis of real-life data about electric network operation.
The Center also includes the mobile command and control center (MCCC), developed by RTEC for FGS UES. The MCCC consists of two vehicles (the headquarters vehicle and the communications vehicle). The headquarters vehicle contains multimedia technologies which help the management to take fast decisions in emergency situations and to use all communications tools to interact with other rapid reaction centers. The communications vehicle contains technical equipment for satellite, wireless and wireline connectivity. It provides the headquarters vehicle with computing resources, electric power and video surveillance tools. There are plans to establish data and signal exchange between the MCCC and the SMC. The mobile command and control center will provide accurate real-time situation assessments right from the spot of event.
Moreover, the MC will interact with the complex automated security system (CASS), developed by RTEC for FGS UES in 2011 to monitor the situation, trace situation changes at surveillance objects and alert the operator. CASS will raise the level of security at Olympic power objects, reduce emergency risks, as well as cut the cost of incident prevention and elimination. The element base for CASS consists of trusted equipment provided by RTEC, produced at manufacturing facilities owned by the State Corporation “Russian Technologies” and certified in accordance with the requirements of Russian legislation.
The SMC construction project is carried out in the general framework of cooperation between State Corporation “Russian Technologies” and FGS UES in development, production and delivery of advanced high-tech equipment and systems for the Unified National Electric Grid (UNEG). RTEC, as part of SC “Russian Technologies”, is actively involved in the implementation of this agreement. The company operates as a general contractor of SMC construction that will gradually take under its protection all objects of FGS UES. Besides, RTEC is developing the FGS UES situation analysis center (SAC) and the mobile command and control center. At the same time, RTEC and FGS UES collaborate in developing geoinformation technologies and communications systems.
