Klaipedos Nafta Selected Supplier of Floating Liquefied Gas Storage
OREANDA-NEWS. January 23, 2012. AB Klaipedos Nafta selected a supplier of floating liquefied gas storage at liquefied natural gas terminal (hereinafter – LNG), Norwegian company Hoegh LNG. The contract with this company is to be concluded in near future.
„We are pleased to announce that we have made a very significant step towards implementation of LNG terminal. We have selected a supplier for delivery of the floating storage regasification unit (FSRU) which will be a central part of terminal infrastructure. The supplier offering the best proposal is Hoegh LNG, Norway. The proposal from this supplier has been acknowledged as the most economically advantageous, providing the best ratio of price and quality. The supplier will, in addition to the delivery the FSRU, provide operation and maintenance, as well as a qualified vessel crew. Also, the supplier will guarantee that the FSRU will sail to Klaipeda Port and be ready to start operation at the end of 2014”, - Rokas Masiulis, the General Manager of AB Klaipedos Nafta, said.
Because the number of FSRU suppliers is quite limited, it was decided to organize the procurement on a competitive tendering basis. During the procedure it was intended to find out what technical, financial and legal solutions and under what circumstances the suppliers are ready to present in their proposals. In the procurement process it was very important to ensure that the supplier of the FSRU will be qualified and will work according to schedule.
During implementation of international tender of AB Klaipedos Nafta „Procurement Of Liquefied Natural Gas Floating Storage with Regasification Unit (FSRU)“ three Tenderers submitted their tender offers. With reference to the public procurement procedures the tender offers were evaluated and the ranking of tender offers in accordance to the result of the evaluation of their proposals was formed. The proposal of international company Hoegh LNG was selected having the best overall score.
Today AB Klaipedos Nafta submitted an invitation to conclude public procurement contract with the company Hoegh LNG which shall be signed after 15 days of grace period with reference to public procurement law requirements.
The contract between AB Klaipedos Nafta and Hoegh LNG regarding the supply of the FSRU will be subject to approval by the Board of Directors and during general meeting of shareholders of AB Klaipedos Nafta.
The contract between AB Klaipedos Nafta and Hoegh LNG is based on a 10 years leasing period after which AB Klaipedos Nafta will have the right to purchase the FSRU and is expected to be signed in February.
The companies that participated in the tendering were Hoegh LNG, Golar LNG, Excelerate Energy. The companies are listed in accordance to their ranking as a result of the evaluation of their proposals.
The State owns 70.63 % of AB Klaipedos Nafta shares.
