In particular, any vehicles engaged for elections at any level are provided with navigation and communication GLONASS equipment. From now on, any strictly accountable documents including voting ballots will be transported under safe control. The course for modernization of the election process was set in 2009 after the appropriate declaration of the Russian President Mr. Dmitry Medvedev in his message to the Federal Assembly.

On the eve of the elections of deputies to the State Duma of the Federal Assembly of Russian Federation to be held on December 4, GLONASS technologies are actively used e.g. in the Astrakhan and Vologda regions. Vehicles equipped with M2M telematics user terminals will deliver strictly accountable documents within the municipal territories of these two regions both on the eve and on completion of the elections. The vehicle location data will be transmitted to the Information centers of the election committees in the appropriate regions at intervals every 30 minutes and will be displayed in on-line mode on special screens.

Andrey Petrov, the head of TransMaster-Astrakhan company and technical partner of the Astrakhsn region Election Committee says that GLONASS technologies have been actively introduced for a long time in the enterprises of the Astrakhan region. – Equipping state and private enterprise transport fleets with GLONASS systems ensures security of any transportation. This circumstance plays a very significant role when transporting dangerous and/or valuable cargo, in this case documents of top significance.

For the first time, GLONASS technologies were used for election purposes in the territory of the Irkutsk region in October 2009. The technical partner in implementation of the project was M2M telematics, the leader on the market of transport telematics and satellite navigation. During this experiment the vehicle delivering strictly accountable documents from Kuznetsovka village to the Bratsk territorial election committee of the Irkutsk region was monitored on-line via GLONASS system directly from the information center of the Russian Central Election Committee. Summing up the results of elections On October 12, 2009, Vladimir Churov, Chairman of the CEC, gave a high appraisal for the experiment in Irkutsk region, and reported that GLONASS would be used at the next elections. After a year M2M telematics GLONASS solutions ensured the security of strictly accountable documents transportation at the elections of deputies to the Legislative assembly in the Leningrad region.
