OREANDA-NEWS. December 19, 2011. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Federal Tariff Service and the Office of the Regional Tariff Service of Volgograd Regional Authority upon the signs of violating Part 1 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.

The case was initiated upon a petition of “Volgogradoblenergosbyt” Ltd. that actions (omissions) of the authorities had certain signs of violating the antimonopoly law: proposals put forward by “Volgogradoblenergosbyt” Ltd. for buying electric power on the wholesale market of electric power and capacity were not approved and were not included in the consolidated budgeted balance of generation and supply of electric power within the Unified Energy System of Russia in the Volgograd Region.

FAS Russia believes that failure of the Regional Tariff Service of Volgograd Regional Authority and the Federal Tariff Service to give due estimate of social and economic consequences for the region if “Volgogradoblenergosbyt” Ltd. enters the wholesale market of electric power and capacity could have prevented entry of new economic entities to the wholesale market of electric power and capacity.

The case is scheduled for 30th January 2012.
