OREANDA-NEWS. December 16, 2011. The Office of the Federal Antimonopoly Service in Moscow (Moscow OFAS Russia) found that “Vnukovo-Invest” OJSC, “Fortuna-Capital” Ltd., “Trans-Free” Ltd. and “MegapolisAvto” Ltd. violated the antimonopoly law (Part 2 Article 11 of the Federal Law “On Protection of Competition”), reported the press-centre of FAS Russia.

Due to numerous complaints from the general public, in spring 2011 Moscow OFAS Russia carried out an unscheduled inspection of the work of “Vnukovo Airport” OJSC, “Vnukovo” International Airport” OJSC, and “Vnukovo-Invest” OJSC as well as economic entities operating on their territory.

In course of the inspection, experts of Moscow OFAS Russia discovered that taxis of “MegapolisAvto” Ltd. and “Trans-Free” Ltd. enjoy the right of preferential movements across the airport territory. The services for organising car parking throughout the whole airport landside area are provided by “Fortuna-Capital” Ltd., while the property used for organising parking belongs to “Vnukovo-Invest” OJSC and is leased to “Fortuna-Capital” Ltd.

Having investigating the case, the Commission of Moscow OFAS Russia confirmed the fact of anticompetitive oral arrangements between “Vnukovo-Invest” OJSC, “Fortuna-Capital” Ltd., “Trans-Free” Ltd. and “MegapolisAvto” Ltd., that restricted competition on the market of taxi services.

Moscow OFAS Russia issued a determination to “Vnukovo-Invest” OJSC, “Fortuna-Capital” Ltd., “Trans-Free” Ltd. and “MegapolisAvto” Ltd. to exercise actions aimed at eliminating violations of the antimonopoly law.

“Moscow OFAS Russia employed antimonopoly remedies to ensure free access of all legitimate transport operators to the area of passenger loading - unloading”, commented the case Deputy Head of Moscow OFAS Russia, Elena Petrusenko. “Therefore, executing determination will not only positively affect development of competition in the taxi industry in this market segment, but what is the most important – will ensure comfortable conditions for passengers”.
