OREANDA-NEWS. December 15, 2011. The head of the federal project “PARK: Industrial-Agricultural Regional Clusters”, deputy of State Duma Mikhail Sutyaginsky made speech during plenary meeting of the First Ecological Forum of Omsk region, reported the press-centre of Titan.

His report was devoted to the topic of complex approach to the solving of ecological problems of Omsk region within the framework of cluster development projects on example of pilot site of the project “PARK” – Omsk region where the project is realized by “Group of Companies “Titan”. He reported on the norms of ecological legislation, stressing the fact that today it is simpler  for business to pay fine than to observe law. “This is why the primary goal for today is to change this situation, to stimulate business in solving ecological problems”.

Project PARK was presented by Mikhail Sutyaginsky from technological point of view in ecological aspect: “To develop this topic, each of the four clusters is interesting from the point of view of its minimal load on environment, its ecological structure. Production which is manufactured on the enterprises of the clusters by the newest technologies has the highest quality. It is not only ecologically comfortable but also should improve situation with ecology in our country and the region”. Thus the product of the nearest future, ethyl-tertiary-buthyl ether, will not only allow to reduce consumption of traditional feedstock - oil and coal - but will also reduce emission of greenhouse gas and carbon oxide, reduce the volume of benzene and sulfur in motor fuel.

Mikhail Sutyaginsky stressed the fact that the aim of PARK is not only construction of new production facilities, but also technical refurbishment of the existing ones – to the modern level. The veteran of Omsk petrochemistry - plant “Omsky Kauchuk” - was chosen as the example of total modernization. Here realization of hydrocarbon feedstock processing program was already started, it will significantly improve ecology of the region.

The program will allow to exclude ecologically hazardous constituent – unsaturated hydrocarbons from produced gases for automotive transport and domestic needs, reduce carbon emission which goes into the atmosphere with automotive exhaust gases. Mikhail Sutyaginsky also noticed that the result of activities in recent years was substantial reduction of flare combustion of hydrocarbons, its increased use in production, implementation of complex technology of purification and repeated use of waste water, reduction of fenolic resin output from 145 to 85 kg per tonne of goods with subsequent adjustment of these indices to 60 kg.

Speaking about new production facilities, deputy of State Duma noticed that in conformance with requirements of the legislation each industrial object on stage of design is subjected to obligatory ecological verification, public hearing. “Without positive conclusion it is impossible to commission the object. Only projects which passed such exam can be attractive for investments, including foreign investments” – as Mr. Sutyaginsky reassured participants of the forum.

Summing up, Mikhail Sutyaginsky made his own proposal on improvement of ecology of the region. In particular he proposed to conduct regular excursions on PARK objects to inform public on the course of the project realization,  popularize knowledge about new technologies and production processes – especially among the young people. Besides, he proposed to organize ecological contest for school children, students, young specialists. Both initiatives were supported by First Deputy Chairman of the Government of Omsk region Valery Boiko who proposed to include them in the text of resolution.

Later during discussion of the questions asked during the plenary part it was decided to mutually coordinate activities of Social counsel of the project “PARK” and counsel on ecology of Omsk region which is being created at the Ministry of Natural Resources and Ecology.
