OREANDA-NEWS. December 13, 2011. Several foreign colleagues of FAS Russia were welcomed by Igor Artemyev. The Head of FAS informed foreing experts about the latest changes in Russian antimonopoly law and enforcement. The experts were able to consider the most high-profile cases in 2011 related to cartels and collective dominance and to discuss the issues of control over authorities, economic concentration, increasing efficiency of public procurement and other important matters, reported the press-centre of FAS Russia.

Assisted by top officers of FAS Department for International Economic Cooperation, over 30 members of staff of different level, representing competition authorities of Austria, Belarus, Bulgaria, the Czech Republic, Estonia, Hungary, Finland, Korea, Latvia, Mongolia, Poland, Turkey, Sweden and Ukraine, visited FAS Russia.

During the two-day training at FAS Presidium the experts heard presentations of the Heads of FAS Units according to their areas and specifics of work.

Deputy Head of the Department for Control over Public Procurement, Aleksey Doronkin, made a presentation: “The Reform of Public Procurement in the Russian Federation”, where he talked in detail about a new version of No.94-FZ Federal Law and changes to some legislative acts on public procurement, and analysed procurement results according to quality indicators.

For the first time in FAS practice of organising trainings of foreing experts, a presentation was given by the Director of Cartel Policy Division of Korea Fair Trade Commission Mr. Sang Min Song about experience and system of efficient prevention of bid-rigging in Korea. The Head of FAS Cartel Department, Alexander Kinyov, continued discussion and, in his turn, described very interesting facts and statistics regarding FAS anti-cartel efforts, illustrating it with video-materials.

The second day of training started with a presentation by Deputy Head of FAS, Anatoly Golomolzin, on antimonopoly control on oil and oil products markets.

Timophei Nizhegorodtsev, the Head of the Department for Control over Social Sphere and Trade, discussed the problems of developing competition on the pharmaceutical market.

Russian antimonopoly authority has been organising such events annually since 2007. Such trainings facilitate FAS efforts on competition advocacy among foreing colleagues, enable sharing experience and encourage working contacts among experts.
