Ministry for Environment Eliminated Antimonopoly Violation
OREANDA-NEWS. December 13, 2011. The Federal Antimonopoly Service (FAS Russia) found that the Ministry of the Russian Federation for Environment and Natural Resources violated Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.
In Clause 10.5.4 of No. 412 Order “On Approving Additional Requirements for the Content of Safety Declaration for Hydraulic Structures, and Relevant Techniques, Taking into Account Specifics of Safety Declaration for Hydraulic Structures of Different Types Depending on their Purpose, Class, Construction, Operating Conditions and Special Safety Requirements”, the Ministry set a requirement to include a 3D-model in AUTODESK 3DS MAX.
Apart from 3DS MAX developed by AUTODESK, there are several software programs of similar purpose and roughly the same capabilities - Maya V, Light Wave D, Blender 2.4. Therefore, the requirement to present a 3D model in AUTODESK 3DS MAX unreasonably creates preferences for the software vendor.
The Ministry of the Russian Federation for Environment and Natural Resources admitted the fact of committing the antimonopoly violation and voluntarily eliminated it.
Based on the materials that the Ministry stopped anticompetitive actions, FAS terminated the proceedings.
