OREANDA-NEWS. December 09, 2011. Soon, ROSNO will continue to implement the voluntary private real estate and civil liability insurance program for all Samara residents. So far, the project was being implemented in two districts of the region’s capital; in two years, this unique offer was accepted by 2,200 city residents, reported the press-centre of ROSNO.

Thanks to this special program, a housing insurance contract may be concluded without visiting the insurance company. The project enables the city residents to insure the furnishing of their apartments and civil liability to neighbours. Such insurance is strictly voluntary, so the decision on whether to participate in the program is left to each family’s sole discretion. From the legal point of view, this is a public offer to conclude an insurance contract. The potential insurants are offered to acquire voluntary insurance coverage of the apartment furnishing and civil liability. Also enclosed is a separate insurance premium payment receipt. If a consumer is satisfied with the offer, he or she may make payment of the said receipt, thus obtaining insurance coverage for his or her property and civil liability for the selected period. The fact of payment of insurance premium under the receipt constitutes consent to the terms of such offer and conclusion of contract with OJSC IC ROSNO. Thus, effective from the first day of the month immediately following the month when insurance premium is paid, the apartment is automatically insured.

Today, the voluntary housing insurance program developed by ROSNO experts is successfully implemented in many Russian regions, including Moscow.During the years of implementation of this project, insurance compensations were paid to thousands of people residing in megalopolises. Such project has already been implemented in Samara for two years, and its unique housing insurance offer was accepted by over 2,200 city residents.

"This program has proved to be popular. Therefore, it was decided to proceed with implementation of this project, which was launched in Samara in 2009. Today, the Program is effective in Kirovskij and Leninskij districts of Samara, but next year we plan to cover the entire city. Then we will extend the program to Tolyatti", commented Mr. Evgeny Vlasov, head of the Samara branch of OJSC IC ROSNO.

In Samara, the cost of voluntary insurance under the special Program is just 120 roubles per month. The quarterly insurance premium as per receipt is 360 roubles, but payment can also be made on a monthly basis. This contribution enables insurants to qualify for damage compensation of up to 270,000 roubles: the insurance amount equals 150,000 roubles for furnishing, 100,000 roubles for movable property, and 20,000 roubles for civil liability. Those who participate in this program will be able to protect their property in case of any of the following events: fire, gas explosion, flood, natural disasters (storm, whirlwind, hurricane, tornado, or hail), and lightning stroke.
 
Insurance is an efficient instrument of property protection against unforeseen situations, recognized in all civilized countries. According to the EmerCom statistics, each hour 16 fires are raging in residential buildings across Russia. The country’s average material damage from each of those fires is 35 thousand roubles.
