FAS, IEA Discussed Trends in Electric Power Industry
OREANDA-NEWS. December 05, 2011. Deputy Head of FAS Anatoly Golomolzin has a meeting with a delegation of the International Energy Agency (IEA) led by senior counsellor on electric power, Douglas Cook, reported the press-centre of FAS Russia.
Other FAS experts present at the meeting included the Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov, his Deputy Head – Elena Tsyshevskaya, and the Head of the Section for Monitoring and Control over Wholesale and Retial Electric power Markets, Dmitry Vasilyev.
Participants discussed preliminary findings of IEA analysis of Russian sector of electric power industry in 2011. They focused on the structure of the wholesale markets, creating conditions for developing competition on retail markets, access to particular fuel supplies, as well as additional measures towards attracting investments.
IEA representatives received the required consultations, discussed the trends on the electric power markets and changes in Russian legislation. IEA representatives emphasised an active role that FAS plays in developing competition and market relations, enhancing efficiency of natural monopolies regulation in electric power sector. In particular, they were informed that the lower house – the State Duma adopted the ‘third antimonopoly package”. IEA thinks that FAS proposals regarding amendments to the Law “On Natural Monopolies” are very future-oriented.
“A constrictive dialogue regarding developing competition on the markets of electric power industry is the key for fruitful cooperation on both national and international stage, which strengthens Russia’s positions on domestic as well as international markets”, said Anatoly Golomolzin.
