OREANDA-NEWS. December 01, 2011. As part of the year of Spain in Russia, the Spain’s Institute of Foreing Trade (ICEX) jointly with the Embassy of Spain in Russia, and with support of the Russian Union of Industrialists and Entrepreneurs, organised Spanish – Russian Business Forum in Moscow, reported the press-centre of FAS Russia.

Representatives of over 30 Spanish and 60 Russian companies, as well as representatives of Russian authorities and the Moscow Government took part in the Forum. Deputy Head of FAS Andrey Tsyganov made a presentation, where he informed participants about the main specifics of Russian antimonopoly law related to foreing investments in the Russian Federation.

Participants showed considerable interest to the changes aimed at liberalizing control over foreing investments to the business entities of strategic importance, under the Federal Law signed by the President of the Russian Federation on 17th November 2011 (http://www.fas.gov.ru/fas-news/fas-news_32441.html).

Andrey Tsyganov also informed Spanish businessmen about the provisions of the “third antimonopoly package” adopted by the lower house of the Russian Parliament [the State Duma] in the third reading on 22nd November 2011 (http://www.fas.gov.ru/fas-news/fas-news_32457.html), in the part of antimonopoly norms for control over mergers and acquisitions involving foreign companies.

“New changes to the Russian law as well as enforcement practice by the Federal Antimonopoly Service reflect the general course towards liberalizing the regime of foreing investments and investment climate in Russia in general”, said Andrey Tsyganov.

Top FAS officers speaking at such important public events support active discussions with representatives of the companies operating or intending to do business in Russia, which undoubtedly facilitates competition advocacy and helps prevent violations of the antimonopoly law in the Russian Federation.
