OREANDA-NEWS. November 29, 2011. 17th session of the Conference of Parties of the United Nations Framework Convention on Climate Change and the Seventh meeting of the Parties of the Kyoto Protocol (COP17/MOP17) has been opened. Delegations of 190 countries gathered in Durban (Republic of South Africa) on a two-week conference for the joint development and political decision on how to reduce greenhouse gas emissions after 2012 when the Kyoto Protocol comes to the end, in order that growth of average global temperature will not exceed 2оС.

Talks on "climate regime" after 2012, lasts for several years. Previous conference, which was held in Cancun, ended in some positive changes. Cancun’s agreement fixed offers of Parties on approaches to reducing greenhouse gas emissions: the obligation of developed countries and the objectives of developing countries. It was noted that at a conference in Durban should be considered creating new market and nonmarket mechanisms. Great progress was made towards the provision, mainly for developing countries, financial support, adaptation, technology transfer.
Today, member countries expect to speed up approval of positions for future transactions. This can be: the adoption of a new global agreement on a definition of its legal status, aims to reduce greenhouse gas emissions, taking second commitment period under the Kyoto Protocol, while defining the mandate to develop a legally binding instrument for all countries. If the current negotiations, the parties can not agree on the content of the new agreement, it is possible a decision on extension of the first period of the Kyoto Protocol to define a new tool of global GHG emissions reductions.

It is also expected making important decisions on implementation of Cancun’s agreement that further positive impact on climate policy in developing countries. These decisions concerning technological mechanism to promote clean energy and means to adapt to climate change adaptation framework for coordinating international cooperation in assistance to developing countries, for protection against the effects of climate change and green climate fund. Technology adaptation and committees should begin operations in 2012.

Ukrainian delegation also took part in the World Climate Conference, which includes representatives of central executive bodies responsible for drafting and implementing state policy on climate change, including the State Environmental Investment Agency, MPs, leading industry experts.

At the conference, the delegation of Ukraine expresses its readiness to commit to such a level of greenhouse gases, which in 2020 will not exceed 80% of the baseline level in 1990 when the international design and operation of market mechanisms. Defend the position to keep the special status of Ukraine as a country in transition, as defined in the UN Framework Convention on Climate Change and the Kyoto protocol. Countries with economies in transition have access to technology, financial resources and capacity building tools for low carbon development strategies of national economies.
