As one of the leading private operators of water utilities in
“The investment agreement between Rosvodokanal and the municipalities in each of the 8 regions signifies the company’s commitment to modernise water and wastewater systems,” notes Frost & Sullivan Research Analyst Paulina Szyplinska. “Rosvodokanal’s success can be attributed to the synergy of its western management style approach combined with its deep knowledge of the Russian water and wastewater services sector.”
Rosvodokanal is considered to be a driving force behind important legislative changes required to attract private investment to the environment sector and to develop the public private partnership (PPP) model in the water and wastewater services sector in
“The company has aimed at alleviating the inefficiencies common in underdeveloped regions and, in some cases, the dilapidated Russian utilities industry,” adds Szyplinska. “Rosvodokanal’s comprehensive investment programmes for 2007-2011 are aimed at modernising engineering infrastructure facilities and cover priority tasks to address major problems of the water supply and wastewater disposal system.”
One of the initiatives undertaken by the company has been to introduce energy-saving technologies, including the installation of equipment to enable automatic operation of water and wastewater pumping stations. This is in line with the special attention paid by the company to energy and resource-saving investments; in 2009-2010, Rosvodokanal reduced its overall energy consumption by 22,247 kWh.
Additionally, the company pays considerable attention to environmental issues; the allocation for environmental protection rose 5 fold since 2007–2008, starting from USD 4.9 million in 2007 up to USD 22.2 million in 2010.
“This underlines Rosvodokanal’s dedication to the sustainable development of various regions and its promotion of environmental safety, people's health and rational water use,” remarks Szyplinska. “All members of the Rosvodokanal Group conduct comprehensive environmental and social monitoring and review possible adverse environmental impact in order to mitigate likely risks.”
Rosvodokanal is the leader in applying most efficient technologies for water and wastewater treatment, such as membrane methods, no-dig technologies and ultra-violet disinfection. In 2010, the company introduced systems of data collection from meters using GSM and Web communications that automatically analyse water consumption and collect up-to-date information on leaks. In the near future, it also plans to use mini power stations in sewers and membrane bioreactors.
“Despite severe shortages of skilled workforce in water and sewage services in Russia, the company has succeeded in putting together a team of professionals capable of handling various problems, providing relevant services to water and sewage utilities,” concludes Szyplinska. “In 2010, it established round-the-clock call centers in all regions of operation that significantly improved customer service quality.”
