Non-Cash Trade with Goods, Services to Be Extended in Moldova
OREANDA-NEWS. November 15, 2011. The system of payment via mobile phones and mail will be implemented in Moldova as well. The cabinet approved a draft law on payment services and e-currency.
Governor of the National Bank of Moldova (BNM) Dorin Dragutanu has told journalists that the draft law allows enterprises from the non-banking market to operate with non-cash payment systems. This will increase the speed of money's circulation and will promote non-cash payments, which will help grow the trade with goods and services in Moldova, Dragutanu noted.
The BNM governor stressed that, 10-15 years ago, the banking cards were unknown in Moldova, whereas at present, the number of banking cards and transactions via cards are on the rise. "We should not avoid discussing innovations and new modern, revolutionary goods. This is an awaited law, on which we have worked for more than a year," the BNM head said.
Official data show that non-cash payments account for only 4 per cent of the banking card transactions, i.e. 300 million lei out of over 8 billion lei.
To enter into force, this draft law shall be considered and adopted in the parliament.
