OREANDA-NEWS. November 03, 2011. I want to say that expanded meeting of the Cabinet of Ministers is caused, and the President has told about it in the opening address, expressing his alarm, that process of reforms has slowed down. And in principle, we would have today in our candid conversation, to say what was wrong.

However, having listened to speeches, we hear that all is well and normal. However, people do not think so, unfortunately, and those reforms which we are implementing is still very slow impact on improving people's lives - it's the main thing.

I want to focus special attention of the heads of ministries and departments that carrying out of reforms is not only and not so much development of laws and regulations, but mainly - everyday work over their implementation into practice. It is here that we have this is not the best way.

I will give some examples. On August, 14th this year, the regulation of Law which gives the chance to businessmen to be registered by means of electronic mail has come into force.  On the middle of October, that is two months later, as many as 11 applications have received to follow this procedure, and one entrepreneur has been registered. It would be funny if it were not so sad. And do you know in what the reason? There is lack of uniform formats of electronic signature in Ukraine. And why they are not present? Because, the Ministry of Justice in May, has rescinded the order on the format of the signature and it did not offer anything in return.

Or other example: the Government has made all necessary decisions for implementation of truly revolutionary Law of Ukraine "On the Regulation of town-planning activity." And what does? The regional leaders and local authorities have not carried out a task to bring their own regulations into conformity with the Law and to ensure the development of appropriate planning documentation, in particular zoning, according to the requirements of the Act.

The complaints which are received from developers of Dnipropetrovsk, Kyiv, Chernihiv, Lutsk and other cities, testify about the delay, even torpedoing by the local authorities of the requirements of law, in particular, concerning limitation of equity participation in development of an infrastructure of settlements in the time of habitation building.

As a result of such inactivity, on the whole positive Law still does not give the expected result. And where is the active position of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, Anatoliy Mihaylovych Bliznyuk? It was his Ministry should be the locomotive of this reform, to remove any obstacles to building sector development, on which we just want to rely for crisis overcoming.

In some directions, the tasks are fulfilled preferentially formally. As consequence - the result is insignificant, also does not respond an object in view. So, allegedly performing a task by regulations to approve medical standards for the provision of primary medical care, the Minister of Health has issued an order which has only defined the themes for the development of standards.

Without exaggeration each person feels the unsatisfactory operation of Ministry of Health in relation to himself - by the President in his questions saying about it. Without taking into account the views of people, the hospitals and ambulatories are closed. The year is finished, but the right amount of vaccines, drugs and medicines do not have in hospitals and clinics. The blood factor should be bought through the Ministry for Emergencies, at the expense of the Reserve Fund. The vaccine against tuberculosis still is pass quality control, in the meantime the Danish humanitarian assistance to birth clinics will be sufficed only for two months. But what we will do, if the quality of the Russian vaccine would not be confirmed?

By the way, Olexander Volodymyrovych, 5 months - the period of your stay in office more than sufficient that the in their area to restore order. We are lived to see that the President was forced to publicly to do reprimand a member of the Cabinet. This is generally emergency situation for the Cabinet of Ministers!

And here if to speak about implementation of the National Plan, from 30 events of the National Action Plan, the National agency has fulfilled only 7. Still one year ago there was a task to develop the Law "About national projects", basic for implementation of this direction. According to the national plan you should develop in April and properly agree everything, however it has not been made. And I asked a question not one time: "That and who are hinders?" My door is opened, please.

In general, among the major problems implementing the measures of the National Plan of Action, it has appeared first of all the extended unnecessarily prolonged negotiation of draft legal acts between our ministries and departments, especially it concerns sensitive for a society, but the extremely necessary measures. Unconditionally, it is necessary to radically change the attitude towards the tasks of the National Action Plan for 2011, and in planning the implementation of reforms in 2012 should be carefully designed as maintenance activities, as well as phasing, including taking into account trends in world markets. The tasks delivered by the President, Victor Fedorovich, all your stated remarks, unconditionally, will be taken into account, the Government will take a special decision on this matter, it should be fulfilled in time and qualitatively.

Dear colleagues, "check marks" next to the developed documents not needed to the customer reforms - Ukrainian society – they need working laws, the regulations that facilitate business, improve social security, and improve health care and education.

I do not want to be engaged in self-flagellation, but is real, neither businessmen, nor industrialists, nor state employees yet have not felt positive results from the accepted statutory acts. And what happens?  Either we do not know how, or we do not want. Is maybe someone needs help?  I have already spoken about it. So why do not apply for it the heads of ministries and departments? Instead, regularly report about execution of points of the National plan, that is, they are putting checkmarks.

Dear colleagues, we all well know each other, and I do not want anybody to offend. However, matter is not in grievances, and that we cannot be tolerated with such state of affairs in the departments and in territories. People write about it, complain, perturbed, they demand the justice and responsibility from power.

I will dare to quote the message on my page in Facebook of Valery Ponomarenko, yesterday has come. "Mykola Janovich, whether is time to change strategy of implementation of reforms? I assure you, enough competent and purposeful people on places, who are willing and able to carry out explanatory work among the population. And this is the confidence in the Government. The problems are with leaders on places. Even if they are your allies, but if they cannot, and some do not want to engage in such work, they may not be hold responsible positions." The simple person writes about it. Let's ponder this together.

It is rightly said, and I want to answer that no party membership card, no personal loyalty will not be an indulgence or a label of directions. If people turn away, then it is from you in the first place. If you look on television news, in each of that, burst heating pipes, freezing house, it is impossible to be vaccinated, children were not on anything to get to school, etc. And we have everything is fine in our reports.

Take a look at their work through the eyes of people, you're working for them. And what do people see? That without heat there was even the Institute of Pediatrics, Obstetrics and Gynecology in Kyiv, the heating season in Ivano-Frankivsk has out of time begun, the whole city of Kalush has begun a heating season with lateness, in Luhansk, Kherson, and the Republic of Crimea and in Sevastopol. Now numerous complaints receives about the lack of heat from Uzhgorod, Dnipropetrovsk, Donetsk, Zhytomyr, Lviv, Luhansk, Odesa, Kharkiv, Kherson regions and the Crimea. This is despite the fact that you, A. M. Bliznyuk, before the Government, is reporting that the country is 100% ready for the heating season.

I demand from ministers and from all heads of regions personally over the weekend to deal with all complaints on these issues, as well as, of course, the problem of payment for energy carriers. I warn the biggest debtors: Dnipropetrovsk, Donetsk, Transcarpathian, Ivano-Frankivsk, Luhansk, Kharkiv region, the Republic of Crimea and Sevastopol that you have a maximum month for it.

Many alarm signals goes to the Cabinet of Ministers on the situation in the Ministry of Defence. The state of affairs in army was not refined at all. The habitation for military men is not under construction. The defensive order is not fulfilled. And the Minister spends all energy for scandals: that breaks tenders, he adjusts a supply of food for soldiers cannot, explains and clarifies who is a chief, with the Chief of the General Staff. I am very sorry that you did not do the conclusions from the criticism that in your address sounded a year ago at a meeting of the Council of National Security and Defence of Ukraine.

Many complaints received by the work of the Ministry of Education and Science. The Minister cannot even, frankly, does not wish to engage in dialogue with the rectors of universities and students, frequently just for show, he substitutes work on provision by textbooks, school buses, on preparation of educational institutions for winter. It is necessary, Dmytro Volodymyrovich, to cease such games and really to be engaged in the work.

Among the anti-crisis measures, the President first of all has demanded to reduce expenditures to administrative personnel. And we already foresee a reduction of more than a billion hryvnias for the maintenance of the administrative apparatus.

The President also demands to conduct the maximum saving of all expenditures which can be made. On the second reading we will make such proposals, considering a situation that is emerging in the world.

We will vigorously fulfill the Government program of development of domestic production which provides for increased of investments into the industries, goods of which will force out import goods in our market.

We will put up money, to create and advance domestic capacities that will allow spending less than currency and less to depend on import.

We have adopted the plan of measures on overcoming of negative balance of export trade, i.e. the plan of stimulation of the Ukrainian export, the extension of a market outlet of a domestic production, in particular in agrarian and industrial complex, it will be developed the national standards harmonized with the international.

The Government stimulates large-scale introduction of renewable energy technologies, in particular in housing-and-municipal sector, energy-intensive industries of economy by investment support of provision of the tax concessions, compensation of percent on banking credits. Only during the current year, it is aimed at 910 million UAH to it by the State target program of energy efficiency and scope of energy production from renewable energy sources and alternative types of fuel.

In 2012, it is planned to increase public investment, because it is fundamental to the preservation of the internal market, to 5 % of GDP or more than 75 billion UAH that almost 19 billion more than in the current year. In the near future, the Government will hear at its meeting on how to implement an investment program this year, thus, the most important is to invest in energy saving technology, the program of import substitution, job creation. The Government also provides compensation of interest rates on loans for agricultural enterprises, to implement energy-saving technologies, high-priority investment projects.

We will continue to deregulation and improvement of tax policy that capitals did not retiring from Ukraine, and came to our country. And we will pay special attention to ensuring of price stability. These are principal basic anti-crisis decisions which the Government in coordination with the National Bank will involve already this year and to the full implements in the following.
