OREANDA-NEWS. October 28, 2011. A delegation of FAS Russia, led by Anatoly Golomolzin, Deputy Head of the Federal Antimonopoly Service (FAS Russia), took part in a Round Table with the Heads of the national competition authorities from the countries of the Black and Caspian Seas, organized by Romania’s Competition Council in Bucharest, Romania, reported the press-centre of FAS Russia.

The Round Table brought together representatives of the competition authorities from Bulgaria, Kyrgyzstan, Moldova, Romania, Russia, Turkey and Ukraine.

The goal was to discuss the main areas for improving the antimonopoly law and enforcement in the countries of the Black and Caspian Seas.

At the Round Table, Anatoly Golomolzin made a presentation: “Developing Competition Law and Enforcement Practice in the Russian Federation”. Participants were informed about the adopted and planned latest changes to the antimonopoly law, and the practice of investigating antimonopoly cases. Anatoly Golomolzin also gave information regarding FAS cooperation with antimonopoly authorities of other countries, particular within the frameworks of APEC, OECD, UNCTAD, and ICAP. He gave examples of joint analyses and investigations on the market of roaming communications services.

Participants supported a joint initiative of the antimonopoly authorities of Russia and Ukraine to conduct consultations with the countries of the Black and Caspian Seas towards improving the situation on the market of communication services with international roaming. In particular, it is planned to conduct consultations with representatives of Bulgaria, Turkey and Romania – countries of traditional interest for Russian citizens.

In the second part of the Round Table participants discussed the issues of developing competition in course of public procurement. Anatoly Golomolzin made a presentation about FAS experience in this field. He talked about increasing transparency of public procurement procedures, a broad use of electronic auctions, the procedures for considering bidders’ complaints, etc. Deputy Head of FAS also discussed the mix of antimonopoly control and control over public procurement procedures. The Round Table praised the experience of the Russian Federation as an example of one of the best practices in the world.

Anatoly Golomolzin covered the issue of developing the system of public tenders in the Russian Federation. The discussion focused on coordinating efforts of the antimonopoly bodies and public procurement regulators towards keeping a common statistical database for determining market prices, which is for cross-country analysis.

The FAS delegation also took part in a Competition Workshop, which agenda included various legislative and economic issues.
