ROSATOM Held Meeting on Counteraction to Corruption Threats
OREANDA-NEWS. October 20, 2011. A joint session of the Public Council and Activity Transparency Enhancement Board of ROSATOM was held in ROSATOM’s Headquarters in Moscow. The session topic was formulated as follows: “Implementation of a System for Comprehensive Counteraction to Corruption Threats at ROSATOM Enterprises.”
A multi-level anticorruption system was approved on October 4 at a meeting of the Supervisory Board of ROSATOM chaired by Igor Shuvalov, First Deputy Chairman of the Government of the Russian Federation. The system provides for in-house control and audit, control over observance of the Uniform Procurement Standard and arbitration, as well as measures for prevention of economic crimes.
Head of ROSATOM Sergey Kirienko emphasized that “ROSATOM runs the risk when it makes public the revealed violations and may face an opinion of the public that if there is so many breaches of law, so the things are in a bad way in the industry. But we have made a strong decision for ourselves that if we are not telling tales out of school, we won’t achieve anything in fighting corruption,” Sergey Kirienko said. He also noted: “for us it is important to get approval of the Public Council members for the chosen long-term policy of ROSATOM, since it affects the interests and reputation of the industry.”
At the session, Victor Bratanov, police lieutenant general (retired) and Head of the Assets Protection Office of ROSATOM, presented on the work which is carried out in the industry. He said that since the beginning of the year by an initiative launched by ROSATOM in-house control services 48 heads of the Corporation’s enterprises have been made liable in different ways, of them 12 persons have been dismissed and 12 packages of documents for initiating criminal cases have been submitted to law enforcement agencies.
At the joint session of the Public Council and Activity Transparency Enhancement Board of ROSATOM also a final report on monitoring and analysis of ROSATOM procurement activities as related to corruption risks and on analysis of the existing Uniform Procurement standard introduced at 278 nuclear industry enterprises was presented by Yelena Panfilova, Director of the Center for Anti-Corruption Research and Initiative of the Transparency International - Russia. “It is important that the Corporation is trying to develop the zero-tolerance to corruption. And no reputation risks in short term will overweight the importance of the work which ROSATOM is doing. In the course of the study we have found out that the regulatory basis of the Corporation is actively developing, and as compared to 2009, it is as different as day and night. Information transparency is increasing; now, all information is demonstrated on ROSATOM’s website. But problem areas remain and many things have to be improved,” she said.
