Rosenergoatom Saved RUB 6.2 Billion in 1H of 2011
OREANDA-NEWS. October 17, 2011. By results of procurement activities of Rosenergoatom, savings amounted to RUB6.2 billion or 9% of a total volume of purchases in the first half of 2011.
Therefore, the procurement plan for six months was fulfilled by 90%. With that the utility and its branches – operating nuclear power plants – achieved a high degree of openness of the procurement processes, more than 80%.
Besides, due to the introduction of the Uniform Industry-wide Procurement Standard (UIPS) and open tenders clearly manifested trends of reducing contracted process for NPP process equipment have been observed.
For example, if in 2008 a cost of suspension housing for Leningrad NPP was about 203,000 rubles per item, in 2011 it was 119,000 rubles per item (saving is 41%). Given a tentative need of the plant in these items of 250 pieces per year, savings within this heading only will be RUB21 million a year. Or before introduction of UIPS one aerosol filter Fartos-Ts-500 cost 362,000 rubles per item, and in 2011 it was 177,000 rubles per item (saving is 51%); given a tentative need of the plant in these products of 50 items, savings under this item heading will be more than RUB9 million a year.
If examples of saving on larger procurements are considered, the procurement of services to perform a set of works on design and installation of a modular turbine condenser’s piping for Kalinin NPP, which initial price was RUB1.375 billion. After the bidding process, a contracted price amounted to RUB900 million with an economic effect of RUB475 million.
That economy was achieved owing to a cost reduction at the expense of the competition between suppliers and openness of the procurement procedures.
At the present time, operating nuclear power plants feature the highest share of purchases done on the electronic trading platform. Leaders in fulfillment the plan are Balakovo, Kola and Rostov NPPs and the indicator of bid openness of 80% is demonstrated by Beloyarsk, Kola, Kalinin, Kursk, Rostov and Smolensk NPPs.
Procurement activities of Rosenergoatom Concern as an enterprise of ROSATOM is regulated by the Uniform Industry-wide Procurement Standard (UIPS) which was introduced by ROSATOM order No. 583 of 21.08.2009.
