12th Five Year Plan on Low-Income Housing Issued in Anhui Province
OREANDA-NEWS. October 13, 2011. The 12th Five-Year Plan on low-income housing was released by Department of Housing and Urban-Rural Development of Anhui Province, focusing on solving housing problems faced by low-income residents in towns and cities in the province, further expanding the favorable policies to more households including newly employed residents and migrant workers with stable jobs in urban area.
It's estimated that the population of permanent urban residents in Anhui will reach 2.97 million, with 9.92 million households, and that for newly employed workers will reach 3 million people. 1.48 million units of housing will be needed covering low and middle-income earners who cannot afford apartments.
For next five years, the province will construct about 1.73 units of indemnificatory apartments, among which, 13,200 units are price-fixed housing, and 711,600 public rental housing.
The plan also stipulates constructing standards on both individual apartment and rental dormintories , alongside with area standards, for example, the individual apartment should comply with both national and provincial technological standards, and its area should conform to what required in regulations such as "Constructing Standard of Indemnificatory Housing in Anhui Province", while the design of dormitories should comply with regulations unveiled by MOHURD.
The plan requires that, the rental and housing price for these apartments should be in accordance with local realities, and no unified mode should be introduced on rental, price or subsidies.
