OREANDA-NEWS. October 10, 2011. The State Tax Service of Ukraine and one of the leaders of the agrarian market of the country, the largest agricultural company "NIBULON" signed a unique by its significance for Ukrainian business memorandum to participate in an experiment on introduction of a horizontal monitoring.

Document was signed in Kyiv on Tuesday by a deputy head of the State Tax Service of Ukraine Oleksandr Klymenko, Director General of "NIBULON", Hero of Ukraine Oleksiy Vadaturskyy.

"Management of the Tax Service of Ukraine is grateful for the active role of the company and its Director General Oleksiy Vadaturskyy in improving methods of administration and tax services. After all, the Tax Service has always advocated and will advocate for partnerships between government and business ", emphasized O. Klymenko, while signing the document.

Herewith the deputy head of the State Tax Service said, "NIBULON" is the first one in its sector. We are very grateful for that, because a large company, which is a leader in its industry, sets new standards both in organization of business and in approaches in work with government agencies. For us it is important to consider companies not by the quantity, but by whether they are leaders. Today a big enough niche is opened, it is occupied by "NIBULON" in the context of new service, opportunities. This desire is mutual. This is important, for this reason today is a historic moment."

"We have always understood that it is not a business for the Tax Service, but vice versa. Our objective is to maximize service functions, to extend their range to the maximum and create the most convenient, comfortable environment for the enterprises. Those methods that are applied today to the company, they minimize the human factor, they will provide an opportunity to the Tax Service and an enterprise to speak a common language, and, of course, it will allow "NIBULON" to increase its economic potential and to develop our relations within a framework of partnership."

In his turn, O. Vadaturskyy focused on the fact that "NIBULON" throughout his business activity strictly adheres to the state approach.

"We have an open policy in business, we are open to regulatory authorities, we are working in the legislative field. And we went on expanding cooperation with the State Tax Service, because for us it will be an additional commitment to openness both to our partners and to regulatory agencies. We are the leader in the agricultural sector in Ukraine, I think on the whole the agricultural sector will benefit from this innovation. I am confident that our experiment will be carried out successfully," the Hero of Ukraine said.

Head of "NIBULON" also assured, "We will do everything to make the State Tax Service of Ukraine see by the example of our company, how the agricultural sector operates. We immediately and fully show down, openly show everything. It is important that the dialogue is conducted, that we are heard, understood, and if we are understood and heard, so there will be a big advantage in general."

"This is not a declaration, it is a sincere desire of the company to work openly, transparently. In this case, we affirm that we are still working openly in the legislative field. To remove any confusions, some inventions of those who would like to show the work of the company in a negative light, we have taken this step to work with the State Tax Service on a basis of partnership", O. Vadaturskyy emphasized. He added, "Thus positions of the agricultural sector will strengthen considerably both as a reliable supplier of agricultural products and as setting budget for Ukraine, and, indeed, as a locomotive of Ukrainian economy."

Speaking about the significance of the Memorandum, O. Vadaturskyy also said: "We are engaged in shipbuilding, that is, shipbuilding industry will be visible immediately through our prism. We are engaged in a large building, thus it will be seen what is happening in the construction industry. We are large agricultural producers, of course, we have a need to acquire wealth for our agricultural production, and, of course, it will be seen how all suppliers work. Of course, trade and foreign economic activity is also a large component, which will also show how the market works."

The deputy head of the State Tax Service O. Klymenko explained in an interview that the horizontal monitoring means, first of all, "the openness of the company for the tax authorities in the on-line mode."

"The company allows us to learn financial documents. In turn, we promise that we will not deal with control and verification work. The control, access to information, which we will have, will allow us to objectively assess tax risks, if any, or, conversely, to give tips and advice to the company that will be required during the company’s activity," he said.

"This contact between the State Tax Service and the company will be built in real time. It is very important because often we check after the fact, when the company implemented financial and business transactions. As a result resources of the enterprise are diverted, inspection point is not effective ", O. Klymenko said.

In this case the deputy head of the State Tax Service said, "Today, for big business, which is basically an open and transparent enough, paying taxes is an important indicator both for the capitalization of the company and its reputation. It is important to have rather an honest, open and clean reputation, both for ourselves and for our partners. Therefore, horizontal monitoring service paves the way for a new interaction between the Tax Service and business."
