Bank of Moscow Implements Possibility of Payment for State Services
OREANDA-NEWS. October 3, 2011. At the Digital Office of the Bank of Moscow (Moscow, Tverskaya St., 8), a presentation of payment for state services was held with the participation of Alexey Popov, Director of the Information Technology and Communications Department of the Government of the Russian Federation, Ilya Massukh, Deputy Minister for Communications and Telecommunications of the Russian Federation, Sergey Guralnikov, Deputy Head of the Federal Treasury of the Russian Federation, and Oksana Smirnova-Krell, Vice President and Head of IT of the Bank of Moscow.
Within the scope of the project, the Bank of Moscow has realised the possibility of payment for state services at Bank of Moscow self-service terminals and with Bank tellers.
The project for implementing the System for Recording Accruals and Payments of the Federal Treasury of the Ministry of Finances of the Russian Federation is an information-payment service within the scope of which individuals and organisations gain rapid access to information about taxes and accrued payments for state services rendered by government bodies, including the Federal Tax Service of the Russian Federation, the Federal Immigration Service of the Russian Federation and the State Road Safety Inspectorate of the Ministry of the Interior of the Russian Federation, and may pay the relevant amounts.
According to Alexey Popov, Director of the Information Technology and Communications Department of the Government of the Russian Federation, "from 1 October 2011, no federal executive authority will be able, when providing services to individuals and citizens that apply, to demand a statement or information available to other state executive authorities; nor will it be able to demand a receipt for payment for a state service or duty or fines paid in any manner through banks that have agreements in place with the Federal Treasury. From 1 July 2012, this same rule will apply to all regional and municipal services, too".
"With the help of the electronic service for recording accruals and payments to budgets of the budget system of the Russian Federation, individuals have gained an opportunity to obtain information about what they owe the state from anywhere in the country and the world through their personal payer’s web office on the Portal of state services or through credit institutions or to pay off any debt instantly both in a credit institutions using the given service and via the Portal of state services. It is now as simple to pay for state services as, for example, mobile communications", noted Sergey Guralnikov, Deputy Head of the Federal Treasury of the Russian Federation.
"Within the scope of the project, the Bank of Moscow, together with the Federal Treasury of the Russian Federation, has provided an opportunity to pay taxes, fines and for state services", commented Oksana Smirnova-Krell, Vice President and Head of IT of the Bank of Moscow. "In consideration of the Bank’s experience of working on social projects, co-operation with the Unified Information-Computing Centre and availability of unique technologies, the Bank of Moscow is working actively within the scope of federal projects to provide state services in electronic format and is providing its clients with a convenient service for paying for these services, both in automated self-service zones and with the help of Bank staff.
The Bank of Moscow is actively participating in socially significant projects designed to modernize provision of state services.
