OREANDA-NEWS. September 30, 2011. Reform of the construction industry is the theme of the meeting of the newly established Committee of reforms that took place at the Ministry of Regional Development, Construction and Housing headed by Minister Anatoliy Blyznyuk.

Accumulation of experts the Working Group of the Committee "Reforms in the construction industry" will determine its future direction and goals. The main areas identified as deregulation and creation of favorable investment climate, creating urban cadastre and implementation of regional development based on urban planning, the development of the construction industry, development and integration of the regulatory framework to European norms of technical regulation, the implementation of citizens the right to housing, energy efficiency and import substitution in the industrial and civil engineering.

In addition to production decline caused by the global economic crisis, the industry has a number of its own long-standing problems that require immediate resolution. There is not regulated in terms of state and the modern mixed economy issues renovated housing. Today, only 6% of acts of technical regulations harmonized with the norms of technically advanced European countries. Continue to operate 159 standards and 89 norms developed in the USSR. Only about 45% of settlements are provided with urban planning. When implementing the proposed measures of reform, all the cities and villages receive urban planning in 2015, and 30% of state standards and state building codes correspond to European standards.

As noted, speaking at the session Anatoliy Blyznyuk noted it should also be provided some incentives for the implementation of each area of reform. In order to prevent another "Elite Centers" we should improve the existing contractual relations. "In every direction the reform should be a system of incentives. To prevent new scams we should establish a firm contract price mechanism and a mechanism to provide risk insurance. Our first priority - developing a model contract", - Anatoliy Blyznyuk said.
