OREANDA-NEWS. September 29, 2011. The Rules of the National Bank of Ukraine on carrying out of currency transactions do not have to restrict the right to the free exchange. It was declared by the Prime Minister Mykola Azarov at a briefing after inspection of building of the metro station "Exhibition Center" in Kyiv.

"All these measures should not restrict freedom of people. If the lawfully obtained currency, it should be freely exchanged, without any restriction," the Head of Government has underlined.

The Prime Minister has noted that the day before he had met the Chairman of the Board of National Bank Sergiy Arbuzov whom has informed about the complaints of people and Association of the Ukrainian Banks concerning new rules of implementation of currency transactions for which you need a passport. According to Mykola Azarov, the National Bank independently makes the decision on currency regulation, and this decision was correct, however it requires adjustment due to the complaints from citizens. "It is necessary to solve problems which have appeared at our people after the adoption of this decision. In principle, the National Bank decision is correct. This is undoubtedly because we should finally take up seriously, at last, the "shadow economy" and payment of wages "in envelopes". The dollar should not be in our country as a means of calculating," the Head of Government has declared.

However, he stressed that it is impossible to build a normal monetary system in the country based on several currencies. According to him, it is necessary to limit the dollar's role as a means of calculating in the domestic market. "We have our own normal currency - Hrivnia, it is stable, reliable, and it should be used when clearing transactions within the country," Mykola Azarov has noted.

According to the Prime Minister, the Chairman of the Board of the National Bank has promised him that the Board "will consider this matter and will adjust new rules."

As it was reported, the National Bank Board has adopted the resolution according to which since September, 23rd banks are obliged to perform currency purchase and sale only upon presentation of a document ID.
