FAS Took Part in Conference on Energy Efficiency
OREANDA-NEWS. September 29, 2011. An international conference on “Energy Efficiency and Energy Saving in Russia and the CIS” was held in Moscow, reported the press-centre of FAS Russia.
The conference focused on implementation of the programmes for energy efficient production, developing clean power engineering n the Russian Federation, reforms in the housing-and-utilities sector by transition to energy-efficient systems, and attracting investments and financing in the field of energy efficiency and clean power engineering in Russia and the CIS.
The Head of FAS Department for Control over Electric Power Industry Vitaly Korolyov made a presentation “Antimonopoly Regulation in the Field of Energy Saving and Increasing Energy Efficiency”. He said that FAS exercises the functions for state control over energy saving and increasing energy efficiency. Based on the inspections in Q2 2011, regional offices of FAS initiated administrative cases upon the signs of non-compliance with the law on energy saving against 117 organisations, and 93 legal entities and 24 physical persons were held administratively liable un der Article 9.16 of the Code of the Russian Federation on Administrative Violations.
Upon inspecting compliance with Parts 9 and 10 Article 13 of the Federal Law “On Energy Saving and Increasing Energy Efficiency and on Introducing Amendments to Some Legislative Acts of the Russian Federation” regional offices of FAS fined legal entities and physical persons in total 8,540,000 Rubles.
At the conference participants were able to discuss the problem of modernisation of production and introduction of innovative technologies, as well as financing projects towards energy efficiency.
