Russia Improves Public Anti-Corruption Management
OREANDA-NEWS. September 26, 2011. Dmitry Medvedev submitted to the State Duma amendments to the draft Federal Law On Amendments to Certain Legislative Acts of the Russian Federation in Connection with Improving Public Anti-Corruption Management.
The State Duma approved the draft law in its first reading on June 1, 2011.
The amendments will introduce to the federal laws regulating civil service in Russia provisions making it possible to dismiss civil servants for ‘loss of confidence’. The amendments also clarify civil legislation provisions on retrospective action against investigative officials, prosecutors and judges who, in cases of individuals or legal entities unlawfully convicted or subjected to other forms of criminal or administrative liability, were responsible for actions that caused the said individuals or legal entities damages compensated for by state treasury funds or by regional or municipal funds. The amendments also remove the contradictions between the draft law’s provisions and the provisions of federal laws that entered into force after the draft law went through its first reading.
