OREANDA-NEWS. September 26, 2011. In San Francisco (the USA) a workshop on approaches to evaluation of structural reforms in APEC member-states was organised under the framework of III Senior Officials’ Meeting of Asian Pacific Economic Cooperation Forum (АPEС). The Federal Antimonopoly Service (FAS Russia) was represented at the workshop by an officer of the Department for International Economic Cooperation, Irina Malyanova, reported the press-centre of FAS Russia.

In November 2011, APEC leaders approved a new strategy for structural reforms, according to which by the end of 2011 each APEC member economy must draft its own plan as well as methods for evaluating its implementation.

At the workshop experts on structural reforms gave presentations (in particular, OECD presented their positions on evaluation of structural reform). Also economic agencies of APEC member-states discussed their plans and approaches of evaluation of their implementation.

“One of the directions of structural reforms in Russia, presented at the workshop, was developing more open and efficiently performing, transparent and competitive markets”, said Irina Malyanova.

In particular, it is necessary to stimulate development of competition between the provinces of the Russian Federation and create favourable conditions for businesses by drafting a single system of evaluating and monitoring competitive environment in Russia.

Participation of the Russian representative in the workshop allowed to learn about approaches of APEC economies to developing the mechanisms for evaluating structural reforms, which will be taken into consideration when refining Russian national plan.
