OREANDA-NEWS. September 21, 2011. Perm Regional Arbitration Court confirmed legitimacy and reasonableness of a determination of Perm OFAS Russia to impose a “turnover fine upon “Perm Network Company” Ltd. (824,000 RUB), reported the press-centre of FAS Russia.

Through a fault of “Perm Network Company” Ltd., in 28 apartment blocks managed by “Moi Dom” Managing Company hot water supply was switched off from 27th August to 6th September 2010. The Commission of Perm OFAS Russia found that the network company abused market dominance – a violation of Article 10 Federal Law “On Protection of Competition”.

Such actions of the network company are punishable under Article 14.31 of the Code of the Russian Federation on Administrative Violations, on the basis of which Perm OFAS Russia fined the company 824,000 RUB.

Perm Regional Arbitration Court supported the position of the antimonopoly body confirming legitimacy of the sanction imposed upon “Perm Network Company” Ltd. “Unlawful actions of economic entities aimed at social relations protected by law should not remain unpunished”, explained the Head of Perm OFAS Russia, Mr. Dmitry Makhonin.
