Chelyabinsk OFAS Initiated Case against Sellers of Liquefied Gas
OREANDA-NEWS. September 16, 2011. The Office of the Federal Antimonopoly Service in the Chelyabinsk Region (Chelyabinsk OFAS Russia) initiated a case against “ChelSG-Oil” Ltd., “Optan-Chelyabinsk” Ltd. and individual entrepreneur Matis upon the signs of violating Part 1 Article 11 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.
Due to numerous petitions from physical persons regarding sharp increase of retail gas prices, Chelyabinsk OFAS Russia carried out an inspection whether actions of economic entities involved in retail sales of liquefied hydrocarbon gas at refuelling stations in Chelyabinsk complied with the antimonopoly law. As a result, OFAS found that “ChelSG-Oil” Ltd., “Optan-Chelyabinsk” Ltd. and individual entrepreneur Matis fixed the same prices for liquefied hydrocarbon gas at their refuelling stations — 17 Rubles per liter.
Thus, actions of the above entities have the signs of antimonopoly violations: concerted actions by fixing the same prices for the given type of fuel.
“Chelyabinsk OFAS Russia already established a fact of simultaneous increase of retail prices for liquefied hydrocarbon gas in April 2009, when OFAS found that “ChelyabSG-Trans” Ltd., “YuzhUrakSG-Trans” Ltd., “Avtokont” Ltd., “Kembry” Ltd. and “Optan-Chelyabinsk” Ltd. violated the antimonopoly law. Legitimacy of the conclusions of Chelyabinsk OFAS Russia was confirmed by Chelyabinsk Regional Arbitration Court, the 18th Arbitration Appeal Court and the Federal Arbitration Court of the Urals District”, emphasised the Head of Chelyabinsk OFAS Russia, Ms. Anna Kozlova.
