Ukraine to Reduce Number of References of Technical Inventory Bureau
OREANDA-NEWS. September 08, 2011. The Prime Minister of Ukraine Mykola Azarov charged the Vice Prime Minister - Minister of Social Policy of Ukraine Sergiy Tigipko together with Minister of Justice Alexander Lavrinovich and the Government Commissioner for deregulation by Michael Brodsky within two weeks to develop the comprehensive list of normative acts which order actions that demand the notarial certificate, and establish the short list. The Head of Government has declared it on Wednesday, opening the meeting of the Cabinet of Ministers.
“I instruct the Vice Prime Minister Tigipko together with Justice Minister Lavrynovych and Government Commissioner for deregulation Brodsky for two weeks to develop draft legislation and regulations that streamline the actions that require notarization, and establish short and exhaustive list”, - Mykola Azarov told.
He stressed that the Government gives great attention to the issues of deregulation of an entrepreneurial activity. However the society still does not feel effect from simplification of the permitting system.
The Prime Minister stressed that the officials often resist reforms aimed at deregulating entrepreneurial activities, however in addressing these issues need to be guided by public opinion. “What for we lined up our people in infinite turns for references of the Technical Inventory Bureau (BTI), for notarial certificates of different pieces of paper? Often people on it spend time and money more than, for example, for repair in their home. What sense in these heaps of papers? Who determines cost of these far-fetched services? What is advantage to a society from such parasitic system?” - Mykola Azarov asked.
At the same time he stressed that on Tuesday during meeting of the Committee on Economic Reforms the President of Ukraine Victor Yanukovych has given to the Government a number of the important orders, which purpose - to provide to citizens and the enterprises a greater degree of economic freedom and to give the chance to implement the legitimate rights and to protect legitimate interests.
In addition, the Prime Minister instructed the Secretariat of the Cabinet of Ministers to prepare within two weeks the analytical report on deregulation. “I charge the Secretariat of the Cabinet of Ministers to prepare within two weeks the analytical report on reducing of regular acts and procedures, cancellation of permissions and coordination, reduction in price of administrative services and liquidation of far-fetched extortionate services”, - Mykola Azarov noted. Thus he has underlined that the corresponding analysis is necessary for making in the context of all ministries, departments and regions.
According to Mykola Azarov, the Government will hold a special meeting to hear the analysis and draw conclusions including staffing.
