OREANDA-NEWS. September 07, 2011. The government submitted the report to the Chamber of Accounts, according to which, the state budget revenues had totaled 1717.7 mln leis, exceeding the forecast by 3.7 percent, the Chamber of Accounts’ press service reported.

Expenses had been 6.1 percent lower than planned, totaling 18797.7 mln leis. The budget deficit had by 1630.0 mln leis, down 1837.5 mln in comparison with the planned indicators. As a result of execution of the budget, the balance of cash assets on budget accounts with all components by the end of the year had totaled 2651.8 mln leis, up 743.7 mln leis compared to the situation by the end of 2009.

The Chamber of Accounts revealed a whole number of infringements committed in budget execution. Particularly, the Finance Ministry failed to provide complex planning of the state budget with all kinds of incomes, the fact that led to overexpenditure and non-fulfillment of some items.

The Tax and Customs Services failed to take efficient measures to remedy the situation in terms of reducing economic agents’ debts to the state budget, this amount totaling 349.4 mln leis by the end of 2010. The central and administrative institutions, including the specialized ones, didn’t use the budget allocation limits in full, let 203.4 mln lei accounts receivable and 474.4 mln lei accounts payable appear.
