The State Council State-owned Assets Supervision & Administration Commission, the government of Xinjiang Vygur Autonomous Region and Xinjiang Production and Construction Corps held "Central Enterprises' Promotion Meeting of Aiding Xinjiang with Industry" in Urumchi jointly, reported the press-centre of Baosteel. 

120 central enterprises attended the promotion meeting, which was unprecedented in the economic development course of Xinjiang in terms of quantity and specification. The meeting aims to jointly implement the spirits of Central Government's symposia on the work of Xinjiang, the working meeting of aiding Xinjiang by one-to-one pairs and the working meeting of enterprises participating the aid to Xinjiang, promote central enterprises' participation in the construction, opening-up and development of Xinjiang profoundly, and actively drive the industrial aid to Xinjiang.

SASAC chairman Wang Yong, vice chairman Huang Danhua, secretary of CPC Xinjiang Committee Zhang Chunxian and chairman of the Xinjiang Uyghur Autonomous Region Nur Bekri, commissar of Xinjiang Production and Construction Corps Che Jun and commander Hua Shifei attended the meeting. Chairman of Baosteel Group Corporation Xu Lejiang and the principals of CNPC, Shenhua Group, China Power Investment Corporation made exchange speeches on the promotion meeting. Vice president of Baosteel Group Corporation, chairman and Party secretary of Bayi Steel Zhao Xia attended the meeting.

According to the statistics by SASAC of Xinjiang, by the end of last year, 44 central enterprises in Xinjiang took part in the investment and development of petroleum, petrochemical, coal, power, metallurgical and building material fields, and the total assets reach RMB 573.9 billion. Since the Central Government's symposia on the work of Xinjiang was held last year, the central enterprises further strengthen the confidence and determination of development in Xinjiang, and increase the inputs in the investment and construction of Xinjiang. During "12th 5-year" planning, 31 central enterprises plan to invest over RMB 1000 billion in Xinjiang, doubling that during "11th 5-year" planning.

Since restructuring Bayi Steel with a capital increase of RMB 3 billion in 2007, Baosteel spared no efforts in supporting Bayi Steel to grow larger and stronger. Now Bayi Steel has doubled the production capacity, operating revenue and tax paid locally compared with those before the restructuring. Since the Central Government's symposia on the work of Xinjiang was held last year, Baosteel rapidly adjusted the development planning during "12th 5-year" planning, and took "Building Xinjiang Bayi Steel larger and stronger, and satisfying the huge demand of Xinjiang's construction and development" as the primary mission to aid Xinjiang with industry. To that end, Baosteel put forward the new round development planning of "one body and two wings" for Bayi steel -- making an investment of RMB 41.8 billion, so that Bayi Steel can reach 15 million tons of production capacity and realize RMB 70 billion sales revenue by 2015, and become the steel production base with quite complete varieties and specifications for the target market, and basically matching product series, as well as the most competitive steel enterprise in west China and middle Asia area. Xu Lejiang said in his speech that Baosteel will unswervingly implement the central government's deployment, actively participate the great strategy of Xinjiang's great development, serve the economic construction of Xinjiang and benefit the people of various ethnic groups in Xinjiang.

Wang Yong emphasized in the meeting that aiding Xinjiang with industry is a major deployment made by the CPC central committee and the State Council, and is an important mission of the central enterprises. The central enterprises shall consciously undertake the historic responsibility of aiding Xinjiang with industry, and take part in the economic construction of Xinjiang with a more active attitude, so as to make greater contribution for Xinjiang's leaping development and lasting stability and durable peace. During "12th 5-year" planning, central enterprises will invest over RMB 1000 billion in Xinxiang.

Zhang Chunxian pointed out in his speech that, central enterprises' participation in the development and construction of Xinjiang not only is the urgent demand for realizing Xinjiang's leaping development and lasting stability and durable peace, but also the strategic choice of central enterprises to expand the developing space, enhance competitiveness and pursue long-term development. The Autonomous Region always adheres to the principle of "government as the guide, market as the orient, enterprises a s the main body, mutual benefit and win-win", treats the central enterprises developing in Xinjiang like the enterprises of its own, spares no efforts in settling the projects of aiding Xinjiang with industry, and creates favorable environment for central enterprises' development in Xinjiang in respect of industry planning, resources configuration, administrative approval, tax policies and socialized services, etc.

On August 20 and 21, Xu Lejiang went to Bayi Steel for investigation. Accompanied by Zhao Xia and president Chen Zhongkuan of Bayi Steel, Xu Lejiang visited No.3 2500m3 blast furnace, 150t converter site and coking mountain. (as shown in the picture). He learnt about the operation, hot metal quality and various indices of No.3 2500m3 blast furnace since the blowing in, and was satisfied that this blast furnace reached the targeted output and performance within a short time; he carefully listed to the reports made by the construction personnel of 150t converter project and required the construction personnel to build the 150t converter project safely, efficiently and excellently, so as to lay the foundation for Bayi Steel to realize the target of 10 million tons of steel output in next year.

Xu Lejiang also met Kazakhstan Eurasian's vice president of resources Abdu Maorik. Abdu Maorik introduced Eurasian's project development, resource supply, product sales in Chinese market and the trading cooperation with Bayi Steel. Xu Lejiang welcomed the visit by Abdu•Maorik and thanked Eurasian's support to Bayi Steel for so many years. The guests and the host also discussed and exchanged opinions on the international market, Chinese market, resources demand and developing direction in the friendly atmosphere.
