FAS Suspects Federal Air Transport Agency Violated Law
OREANDA-NEWS. August 31, 2011. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Federal Air Transport Agency (Rosaviatsia) upon the signs of violating Parts 1 and 3 Article 17 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.
In 2008 Rosaviatsia organised an open tender for the government contract for supply of aviation equipment for the needs of Rosaviatsia.
According to the technical specification in the tender documentation, the same lot comprised a cargo airplane for medium-distance air routes and a multi-purpose helicopter.
FAS Russia is of the opinion that including the goods that are not technologically and functionally connected with each other in the same lot (the helicopter and the airplane), and bunching the lot could have resulted in decreasing the number of potential bidders and preventing participation of other economic entities in the tender, including manufacturers of the goods in question.
The case will be heard on 3rd October 2011.
