OREANDA-NEWS. August 30, 2011. The Federal Antimonopoly Service fined “Bardin Central Research Institute of Ferrous Metal Industry” and “RAPKaT-Tsentr” Ltd. for developing a system for including cash-register equipment in the State Register, which restricted market entry of economic entities, reported the press-centre of FAS Russia.

On 28th April 2011, FAS found that the Ministry of Trade and Industry of the Russian Federation, “Bardin Central Research Institute of Ferrous Metal Industry”, a non-commercial organisation – Russian Association of Cash-Register Equipment Manufacturers (“RAPKaT”) and “RAPKaT-Tsentr” Ltd. violated the Federal Law “On Protection of Competition”. These organisations concluded and implemented the competition-restricting agreement (in breach of Clause 4 Article 16 of the Law) towards developing and using a system of administrative barriers for including new models of cash-register equipment in the State Register.

Under Article 14.32 the Code of the Russian Federation on Administrative Violations, economic entities are fined:

- “Bardin Central Research Institute of Ferrous Metal Industry”- 595,440 Rubles;

- “RAPKaT-Tsentr” Ltd.- 987,000 Rubles.

On 18th July 2011, FAS also fined “RAPKaT” 100,000 Rubles for violating Part 1 Article 14.32 of the Code on Administrative Violations.
