OREANDA-NEWS. August 29, 2011. Functions of the Federal Antimonopoly Service (FAS Russia) and the Antimonopoly Committee of Ukraine are 90% similar – preventing abuses of market dominance, controlling mergers and acquisitions, combatting cartels, controlling activities of the holders of natural monopolies, and many others. This was stated by the Head of FAS Igor Artemiev, when he was opening the Round Table about “Controversial Issues in the Work of Antimonopoly Bodies of Russia and Ukraine and Avenues for Resolving Them”, reported the press-centre of FAS Russia.

In his speech, the Head of FAS also outlined such important and challenging areas of FAS work as combatting cartels, preventing monopolistic activities on socially important markets of oil products, communications, medicines, food products, observing antimonopoly norms in the Land, Urban Development, Water and Forestry Codes of the Russian Federation, developing state procurement system, etc.

He emphasised that currently the “third antimonopoly package” is introduced to the State Duma on behalf of the Government of the Russian Federation, and FAS expects that it will be adopted by the end 2011.

The Head of FAS also marked Ukrainian antimonopoly law very high and suggested that Ukraine and Kazakhstan can aspire to be included in the Rating Enforcement of antimonopoly authorities, which is prepared annually by the Global Competition Review (GCR), and score good positions.
