OREANDA-NEWS. August 29, 2011. Work of institutions of local government, and the state administrations on review of local regulator certificates comes to the end, the First vice Prime Minister – Minister of Economic Development and Trade of Ukraine Andriy Klyuyev declared in interview.

As he said, this work should be completed in the beginning of September.

The First vice Prime Minister informed that according to the information provided by local administrations, from 58 thousand local regulator certificates the commissions of all levels had been recognized inappropriate to principles state regulator politicians more than 35 thousand (61 % from total).

As a matter of fact, it is a question that more than half of all certificates had been accepted with infringement of procedures, or were completely illegal, or significantly complicated a life to business and citizens, Andriy Klyuyev told.

He informed that most often cancelled and reconsidered certificates concerned local taxes and takings; the mechanism of realization of an expert assessment of the land and an establishment of tariffs for its rent; orders of transfer to rent and sale of municipal objects; procedures of reception of allowing documents; coordination of municipal tariffs; questions of construction and maintenance of equal conditions in accommodation and operation of so-called small architectural forms.

He informed that it should be completely cancelled 31 thousand certificates, and to the others should be made variations. According to data from regions, completely this work is already completed in 5 regions – Volyn, Dnipropetrovsk, Poltava, Rivne and Chernigiv and in a number of regions comes to the end.

At the same time, according to the First vice Prime Minister, a number of regions had strongly lagged behind. "I have once again reminded them, that process of deregulation is very important for the country, and the President of Ukraine takes this question on the constant control", - Andrey Klyuyev told. He informed that next week at a selector meeting with representatives of all regions of Ukraine reports of those heads, whose areas have tightened performance of tasks, will be heard.

At the same time, Andriy Klyuyev has stated belief that audit of local regulator certificates - only a first step. As he said, it is very important, that the system did not allow creating on each cancelled certificate new. "It is very important constantly to track regulator environment and constantly to correct officials on seats. In fact deal is not only on legislative norms, and on their performance. We have already accepted tens laws on simplification of work of business, but it is important, that people have felt variation of the attitude of officials. Therefore there are even greater work ahead", - the First vice Prime Minister declared.
