OREANDA-NEWS. August 26, 2011. The Office of the Federal Antimonopoly Service in the Sakhalin region (Sakhalin OFAS Russia) fined “RN-Vostoknefteproduct” Ltd. nearly168 million Rubles, reported the press-centre of FAS Russia.

Earlier Sakhalin OFAS Russia initiated three cases upon the signs of violating the antimonopoly law. In October – December 2010 “RN-Vostoknefteproduct” Ltd., that has dominant position on the market in the Sakhalin region, fixed monopolistically high prices in small wholesale and retail sales of motor petrol and diesel fuel (“winter” grades) and created discriminatory conditions on the oil products markets.

Sakhalin OFAS Russia found that “RN-Vostoknefteproduct” Ltd. violated Part 1 Article 10 of the Federal Law “On Protection of Competition”.

“Oil products suppliers that have dominant positions on regional markets continue to disrespect the issues of competition. In April 2009 “RN-Vostoknefteproduct” Ltd. was already held administratively liable and in December 2010 the company paid nearly 15 million Rubles as fine. Still, “RN-Vostoknefteproduct” Ltd. does not do much to stabilize the situation on the oil products market in the Sakhalin region”, commented the Head of Sakhalin OFAS Russia, Mr. Georgy Tychenok.

In December 2010 - July2011, FAS Russia and its regional offices initiated over 70 cases against oil companies, of which three cases were initiated at the beginning of February 2011 by the Central FAS Office against vertically integrated oil companies – “Gazprom Neft” OJSC, “Lukoil” OJSC and “Rosneft” NK” OJSC for violations on the federal wholesale market of oil products. Other cases were initiated by regional FAS Offices for violations committed on regional markets.

In July - August 2011, FAS found that “Gazprom Neft” OJSC, “Lukoil” OJSC and “Rosneft” NK” OJSC violated the Federal Law “On Protection of Competition”.
