The “Association of Alcohol Market Agents of the Orenburg Region” Non-Commercial Organisation violated the law by coordinating economic activities of its members. The FAS Commission concluded that coordinating economic activities restricted competition by:

- dividing the market under a geographic principle and according to the range of goods and categories of buyers;

- refusing to conclude contracts with certain sellers or buyers эwith economic or technological justification;

- imposing disadvantageous contract conditions upon counteragents or conditions irrelevant to the contract subject;

- fixing different prices for the same goods in the absence of economic, technological or other justification;

- preventing entry of other economic entities to the market;
