Tactical Missiles Corporation Makes Statement for MAKS-2011
OREANDA-NEWS. August 11, 2011. The Tactical Missiles Corporation is the core enterprise which comprises seventeen affiliated joint stock companies related to the RF military-industrial complex. The name of the Tactical Missiles Corporation is usually used as one name for all combined in it enterprises, reported the press-centre of Tactical Missile Corporation.
Priority fields of the Corporation activity connected with development and delivery of guided missiles and tactical systems for air, ground (shore-based missile systems) and naval (ship-borne missile systems) carriers for the Ministry of Defense of the Russian Federation.
The Corporation delivers up to 100 per cent of air weapons for the needs of RF Air Force.
In part of RF Navy, the Corporation deliveries of naval missile weapons (of strategic class) run up to 40-50 per cent.
At the same time, the Corporation delivers its products for military purposes to its foreign customers in sense of military-technical cooperation with foreign countries. The carriers of more than 30 foreign countries are armed with weapons developed and manufactured by the Corporation.
The Corporation is entitled to carry out independent foreign trade activity, i.e. provides service maintenance and repair of export test-pieces manufactured by all its end-product enterprises, including supply of spare-parts, training and auxiliary equipment, etc.
At present, our customers are offered a service package which includes supply of SPTA set, repair and maintenance of military products, personnel training.
Technological Structure of the Corporation.
The integrated structure of the Corporation represents a set of design bureaus, pilot and batch production plants, implementing closed engineering, manufacturing and performance cycle concerning development, manufacturing, testing, after sale service, repair, upgrading, utilization of delivered test-pieces and guided missile systems.
The main enterprises of the Corporation are:
- The Tactical Missile Corporation JSC (the parent enterprise);
- GosMKB “Vympel” named after I.I.Toropov;
- GosMKB “Raduga” named after A.Y.Bereznyak;
- GNPP “Region”
These are weapon-end manufacturers which implement supply of guided weaponry’s test-pieces.
The other enterprises design and manufacture component parts and other items, including propulsion systems, launching units, torpedo tubes, jammers, basic, auxiliary equipment and etc.
Air Means of Destruction offered for export
The Core enterprise (the Corporation) started its history as a weapons’ manufacturer from March, 1941 year. The most famous - “special” - samples of the Soviet Period have become guided missiles of air-to-surface type, comprising Kh-25M multipurpose modular missile, Kh-31 high-speed missile in the version of Kh-31P (Kh-31PK) anti-radar missile, Kh-31A anti-ship missile and MA-31 target missile, and Kh-35E with maximized unification under various carriers anti-ship guided missile (3M-24E its ship - launched analogue).
GosMKB “Vympel” named after I.I.Toropov was founded in 1949 and is one of the leading engineering bureaus concerning development of air guided missiles of air-to-air type, comprising R-73E(R-73EL) small-range guided missile for a close-in dogfight; RVV-AE, R-27R1 (R-27ER1), R-27T1 (R-27ET1), R-27P(R-27EP) medium range guided missiles; R-33E long-range guided missile. Besides, the enterprise manufactures guided missiles of air-to-surface type and guided missiles for terrestrial and marine air-defense systems and imitating them target missiles.
Together with guided missiles, GosMKB “Vympel” manufactures passive jamming sets for aircrafts and UV-30MK helicopters and special support equipment, such as rail and ejection launchers, beam and cluster holders, manufactured for suspension, transportation and forced release almost of all types of air-bombs, blocks and nacelles for small arms and projectiles, lifting devices with lock.
GosMKB “Raduga” named after A.V.Bereznyak was founded in 1951. For the last 60 years of activity as a head developer of missile systems the enterprise’s staff acquired unique scientific, technical and engineering experience. More than 50 missile systems have been put into service.
In the field of precision weapons the enterprise manufactures: guided missiles of air-to-surface type for front-line (Kh - 28, Kh – 58, Kh – 59, Kh – 59M) aviation; ship-borne and long-range bomber (Kh - 20, K – 10C, KSR – 5 and Kh - 22) aviation; strategic aviation. The development of Kh – 55 missile family have put fresh air into quality factor of domestic long-range aviation.
Among precision weapons for export the most popular are the following:
“Ovod-ME” missile system with guided missile Kh-59ME; Kh-59MK long-range flight guided missile and also Kh-58E air-anti-radar guided missile and etc.
Moreover, GosMKB “Raduga” have put considerable contribution into development of anti-ship ballistic attack systems.
GNPP “Region” (the enterprise started its history in 1969, from the days of the Research Institute of Applied Hydromechanics foundation).
GNPP “Region” manufactures and delivers smart air bombs and guided air bombs for front-line aircrafts, air-to-underwater missile systems and modern underwater weapons systems.
Development and innovative activity of the Corporation.
First of all, the Corporation’s development is governed by the State Weapons Development Program, RF Defense Industry Complex, the Corporation Development Strategy until 2017 and the Innovative Development Program of Russia until 2020-2025 years.
Innovative activity covers all aspects of the Corporation life and fields, through:
- upgrading of the Corporate Governance Arrangements Systems and manufacturing process management (“Lean manufacturing”, “Innovative technologies” and etc.);
- upgrading of design systems, ground, semi - realistic and flight tests which shorten time period required for manufacturing new military test-pieces;
- advancing of the Corporation’s technical level via lean structuring of the enterprises work and enhancement of their technical culture. At present, the Corporation implements about eighty projects concerning technical modernization of production capacity and industry reconstruction.
- on-time renewal of main product line;
- production of new samples and precision weapons systems based on new scientific and engineering solutions in accordance with advanced worldwide trends (disruptive technologies).
At present, issue of creation of technical complex for automatization and integrated data support for all the product life cycle, automatization of project management and resources is successfully resolved.
IT enterprise system is planted and is now developing. With its help, common for all the enterprises informational area is brought into being on the base of protected virtual private network with the use of SAP products on the server centre of the parent enterprise.
For the moment, the Corporation and all included enterprises are familiar with main issues of IT, in particular: electronic document flow; financial and economic planning and accounting; planning and accounting at plants, in procurement and sale of products; design and engineering paper work flow management; sharable database and etc.
Common design-engineering information space of the Corporation is designed, which provides interaction with project, engineering, technology information (including through circuit: engineering on-line documentation-technical documentation-production with the use of NC + check) and in-line documentation.
For products prepared for export, interactive electronic instructions manual are created, including all stages of exploitation (storing, key works in the field of maintenance work and repair and etc.) made in accordance with AECMA international standard. Contents of instruction manual are completed with developed interactive teaching systems for those who use it.
At the parent enterprise works upon new engineering building - laboratory - near to their end and building is now equipping with modern automotive stands where scientific research upon weapon’s work is going to take place. The main unit of laboratory will be new scientific research stand of semi - realistic simulation, which ensures development of advanced weapons with different types of guidance systems in broad-band frequency performance used by homing head.
Integral index of the enterprise’s innovative activity is its products renewal rate and products competitiveness among the best world analogues. In comparison with the past two decades, when production output of new or upgraded weapons was estimated at units, at the present time the Corporation prepares to put 14 new test-pieces of precision weapons into batch production.
Work upon development of new precision weapons for aviation.
The Corporation develops more and more new guided air destruction weapons intended to weapon advanced multirole fighter. In accordance with the Complex State Program aimed to weapon advanced multirole fighter, delivery date of the new guided air-launched weapons strictly connected with implementation of the Advanced Frontline Aircraft System (AFAS) program.
For the most aircrafts, manufactured by the AFAS program, places for weapons designed inside aircraft’s body and there could be placed all air-to-air types of missiles and, out of air-to-surface missiles only - anti-ship missiles, modular multipurpose missiles and guided bomb units of 250 kg caliber. Besides, an aircraft may carry multipurpose guided missiles and guided bomb units of up to 1500 kg caliber on its external slings.
Weapon systems assigned in Military Operational Requirement for AFAS are on their way to finish: some of weapons are going trough government testing; the other have already successfully finished them and now are waiting for their first batch production.
As for the list of weapons for new AFAS, the Corporation is ready to offer full test-pieces line of advanced high-precision weapons of air-to-air and air-to-surface types ready for export.
Among the missiles of air-to-surface type the following can be offered:
1.The missiles for general purposes (multipurpose missiles)
- Modular guided missiles such as Kh-38MAE; Kh-38MKE; Kh-38MLE; Kh-38MTE (by the core enterprise) are designed to destroy wide range of armored, hardened, vulnerable ground targets and groups of targets as well as surface targets in littoral areas;
- “Ovod-ME” missile system with guided missile Kh-59M2E (by GosMKB “Raduga”) is designed to destroy ground targets and surface targets in littoral areas, visually observed by operator at multifunction display. The system is able to work day and night under conditions of limited visibility;
- Kh-59MK2 guided missile (by GosMKB “Raduga”) is designed to destroy wide range of pin-pointed stationary targets including targets without radar, IR and optical background contrast;
- Smart bombs of the advanced technology (by GNPP “Region”) of 250, 500 and 1500 caliber with different guidance systems such as TV/terrain-matching homing head, laser and gyroscopes-rate-bomb-direction-system, satellite guidance system and with different warheads (concrete-piercing warhead, penetrating warhead, extension – detonating warhead).
2.The missiles of a single purpose (single-mission missiles)
- Kh-31PD (by the core enterprise) and Kh-58UShKE (by GosMKB “Raduga”) are anti-radar guided missiles. Personnel identification feature of these developments is the use of new wide-range passive radar seeker as well as availability of gimballess navigation system. The missiles oriented to engage ground radar systems by detecting active pulse mode radars as well as continuous pulse mode radars;
- Kh-31AD (by the core enterprise) is high-speed, with extended-range of flight and with increased combat effectiveness anti-ship guided missile;
- Kh-35UE (by the core enterprise) is low-altitude, with extended-range of flight and with increased combat effectiveness and jamming support anti-ship guided missile;
- Kh-59MK (by GosMKB “Raduga”) anti-ship missile oriented to engage wide-range of radio-contrast surface targets by day and night, in easy and adverse weather conditions in the open sea and near seashore.
Among the missiles of air-to-air type (by GosMKB “Vympel”) the following can be offered:
- RVV-MD short-range close - in highly dogfight air - borne guided missile is oriented to weapon modern fighters and advanced multirole fighters, battle-planes and combat helicopters. In comparison with its predecessor (R-73E) new missile has extended-range of flight, high-maneuverable performance, jamming immunity (including optical), angle - elevation. The missile has all-aspect passive IR guidance (two-color detector) with combined aerogasdynamic control;
- RVV-SD medium-range guidance missile is intended to weapon modern fighters and advanced multipurpose fighters. With launch range up to 110 km RVV-SD missile is able to engage targets with overload up to 12 g at any time of day or night, in all aspects, in jamming coverage conditions, on ground and water surface, including multiple channels firing in a launch and forget way. The missile feature is inertial guidance system with radio correction and with active radar seeker;
- RVV-BD long-range guided missile is presented at MAKS-2011 for the first time. In comparison with its predecessor R-33E long-range guided missile the new one has improved technical performance. High aerodynamic quality of RVV-BD missile and use of dual-mode solid – fuelled motor taking into consideration its all-up weight up to 510 caliber, permit launch – range up to 200 km (R – 33E has launch range only 120 km) and ability to destroy targets with overload up to 8 g (R – 33E able to destroy only with 4 g overload) at the altitude from 15 m to 25 km.
It is worthwhile to say, that nevertheless some of the mentioned above weapons are named as their predecessors actually all of them are new guided missiles weaponry which have been designed with due consideration of advanced engineering technologies. New technologies are brought into use in the field of guidance systems, new effective views appeared in the sphere of weapons development, range and angle standards have been enhanced concerning weapon employment. Standards of combat effectiveness and reliability have been improved enough.
Non-Military Products.
Alongside with military products, the enterprises included in the Corporation produce a great variety of civil and dual-use products:
- power plants for emergency rescue systems of the rocket and space complex’ crew team, soft landing engines for manned spaceships, solid-fuel gas generators for space and aviation equipment and also mobile fire extinguishing installations (MKB “Iskra”). Low-thrust rockets and power plants for space flying vehicles (TMKB “Soyuz”);
- training aircrafts, light multi-purpose aircrafts and pilotless aircrafts (“Smolensk Aircraft Plant”). Night lighting facilities and night vision goggles for the helicopters’ crew (“Azov Optomechanical Plant”). Airdrome, ground equipment and accessories (“Gorizont”);
- elements of hydro-vacuum waste disposal system for Tu-204/214 aircrafts and their modifications (the core enterprise);
- gas safety automation facilities, equipment for nuclear power stations (“Krasny Gidropress”).
Household gas heating equipment (Trading House “Zvezda-Strela”);
- wind energy installations of broad power range which work autonomously or in a system and also able to work in combination with diesel-power, gas turbine or solar power generators (“GosMKB”Raduga”);
- medical devices, electrical and electronic systems, special equipment for fuel and energy industry, automated water purification systems, TV satellite broadcasting transmitters-receivers (TsKB “Automatiki”);
- communication and test facilities for railway transport and machine-building industry (UPKB “Detal”), etc.
It should be noted, that the Corporation’s enterprises have been mastering high technology products for civil use.
The results of business activity of the Tactical Missiles Corporation for the 2010 year.
The results of business activity of the Corporation for the 2010 year in comparison with 2009 year can be easily seen below:

In comparison with 2009 year, in the year 2010 Sales revenues of the integrated structure headed by the Tactical Missiles Corporation JSC grow on 8,4 per cent or 2 650 million rubles (from 31367 to 34017 million rubles). Meanwhile, net profit received in 2010 year accounted for 1897 rubles and, it is 8, 4 per cent or 175 million rubles less than in 2009 year.
The level of margin profit, which is the main index of finances and operating activities effectiveness, resulted in 5, 5 per cent and in the year 2009 it appeared to be 6, 6 per cent.
Modification in profit: the State Defense Order and export deliveries
Reduction of net profit and effectiveness is due to 23, 6 per cent increase of Research-and-Development work (R&D) and 9 per cent grow of orders from the State Defense Order. Part of the State Defense Order is on the same level. Moreover, inflationary cost increase also gives its detrimental effect on the net profit.
Investment valuation
Total investment volume in terms of money for the Corporation in the year 2010 accounted 2 474 million rubles and increased on 11, 1 per cent in comparison with 2009 year (2 226 million rubles).
As before, the biggest part of all investments (44, 7 per cent) have been spent on complete repairs, reconstruction and building of plants and equipment and amounted in 1 105 million rubles.
Expenses on purchase and modernization of equipment and automobile transportation accounted in 507 million rubles or 20, 5 per cent.
Financing of one’s own R&D accounted in 239 million rubles (9, 6 per cent).
Expenses on development of IT resulted in 154 million rubles or 6, 2 per cent.
Income consists of the following parts:
- Part of export amounted in 40,6 per cent;
- Part of the State Defense Order amounted in 53,5 per cent;
- Part of civil products and service for civil use amounted in 5, 9 per cent
Staff on the payroll amounted in 22288 people.
