OREANDA-NEWS. August 8, 2011. Rostelecom OJSC and Omsk City Government signed Agreement on cooperation to develop municipal segment of e-Government based on a unified concept developed by Rostelecom. Previously, similar agreements have been signed in Siberia with Novosibirsk, Kemerovo and Krasnoyarsk Municipal Authorities.

Under the signed agreement the parties shall jointly work on implementation of e- Municipal Government, a socially oriented project in Omsk, by means of which municipal services can be available in electronic form and citizens will have access to municipal services through the unified public services’ Web-portal  www.gosuslugi.ru.

Distinctive feature of the concept developed by Rostelecom is compliance with the approved unified technical policy for developing federal and regional infrastructure of electronic government, and observance of all necessary safety and protection requirements for personal information.

The document was signed by Victor Shreider, Omsk Mayor, and Alexander Juzhakov, Deputy Director of the Omsk branch of Rostelecom OJSC.

‘We have made another step towards information society. Implementation of the signed agreement will enable all Omsk residents to operate with municipal services in electronic form thus making services more accessible and operation more convenient’ said Victor Shreider, Omsk Mayor.

‘We have already started carrying out the e-Government project in Omsk. There is a lot to be done and we clearly understand that we have to shoulder the whole burden. I’m sure that actual Rostelecom’s experience in implementing national projects will help us cooperate with the city administration in the most effective and fruitful way’ said Alexander Juzhakov.

According to the orders of the Government of the Russian Federation, Rostelecom is the only executor of design work, development and operation of the e-Government infrastructure. Unique infrastructure developed by the company, i.e. protected communication channels and data processing centers alongside with experience in carrying out large national projects enable the company to solve the problem successfully both on the federal and regional levels.

The company is looking forward to expand cooperation with the subjects and municipalities of the Russian Federation to arrange providing public and municipal services in electronic form. Under public private partnership on the e-Government development Rostelecom acts as a long-term investor.
