OREANDA-NEWS. August 5, 2011. The delegation of experts of the Ministry of Labor & Social Protection of Population (MLSPP), the State Employment Service under the MLSPP, the Ministry of Education, the State Statistical Committee, Azerbaijan Employers Confederation and the World Bank on Social Protection Development Project have visited Germany and Slovenia for study tour within the WB Project on development of improved occupational standards according to ISCO88/08, and relevant training standards subcomponent.

The aim of the study tour is to learn from the experience of these countries and adapt learned best practices to the process of development of occupational standards in Azerbaijan.

There were held productive meetings at Ministry of Labor, Integration and Social Affairs, Federal Ministry for Economic Cooperation and Development, Federal Institute for Vocational Education and Training, Chamber of Crafts, Chamber of Industry and Commerce, Employment Service Bonn, GOPA Consultants and BASF chemical company during the study tour to Germany.

There were organized meetings at the Ministry of Labour, Family and Social Affairs, Institute of the Republic of Slovenia for Vocational Education and Training, Statistical Office of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, Chamber of Crafts and Small Business of Slovenia and Postojna Forestry Company during the study tour to Slovenia for Azerbaijan delegation.

There were presentations about the functional and organizational structure of the ministries, the role of the ministries in developing/promoting/approving occupational standards, labour market analysis (development trends) in the context of occupational standards development, procedures for development of occupational standards,  development of methodologies and preparation of modern/module-based training programs based on occupational standards, accreditation/certification and quality assurance in the context of occupational standards, the role of the relevant institutes in adaptation/application of ISCO and cooperation with employers/enterprises by the specialists of the ministries and institutes/centers/chambers during the meetings. Comprehensive discussions about applying of these countries’ experience to Azerbaijan were held with our delegation.
