Gazprom Considers Possible Construction of Plants in Primorsky Krai
OREANDA-NEWS. August 05, 2011. Vladivostok hosted a working meeting between Alexander Ananenkov, Deputy Chairman of the Gazprom Management Committee and Sergey Darkin, Governor of the Primorsky Krai, reported the press-centre of Gazprom.
The parties discussed a number of issues concerning cooperation deepening between Gazprom and the Krai Administration in connection with finalized construction of the first startup complex at the Sakhalin – Khabarovsk – Vladivostok gas transmission system (GTS) in the third quarter of 2011 and commissioning of the Kirinskoye gas and condensate field in 2012 as part of the Sakhalin III project.
An emphasis was placed, inter alia, on preparation of the Primorsky Krai gas supply facilities for gas deliveries from the Sakhalin – Khabarovsk – Vladivostok GTS. It is projected to start gas deliveries from the GTS in September 2011.
Alexander Ananenkov and Sergey Darkin also discussed the progress with the feasibility study being jointly developed by Gazprom and its foreign partners for the LNG capacities project in the Primorsky Krai.
The meeting paid special attention to possible construction of plants that would produce methanol and mineral fertilizers in the region.
Special attention was paid to Gazprom's efforts on pre-development of the Chayandinskoye field that would supply natural gas to the Primorsky Krai consumers as well.
Sergey Darkin expressed gratitude to Gazprom for the assistance in constructing a versatile concert and sports center in Vladivostok as well as arranging the Pacific Meridian: Vladivostok International Film Festival of Asia-Pacific Countries.
Background
Gazprom and the Primorsky Krai Administration signed the Agreement of Cooperation and the Accord on Gasification in December 2005 and November 2006 accordingly.
The Primorsky Krai is not supplied with natural gas. At present, the Krai consumers receive liquefied natural gas.
The Primorsky Krai has been participating in the gasification program since 2008. Between 2008 and 2010 the Company allocated RUB 4.9 billion for the regional gasification. The funds were used to develop the General Scheme for Gas Supply and Gasification of the Primorsky Krai, to engineer and construct a gas lateral from the gas distribution station in Vladivostok to the Russky Island with a branch to CHPP-2 in Vladivostok as well as to engineer two inter-settlement gas pipelines.
In 2011 Gazprom is going to invest RUB 3.5 billion in the regional gasification in order to complete the said lateral as well as to continue construction of inter-settlement gas pipelines.
Launched in July 2009, the Sakhalin – Khabarovsk – Vladivostok GTS construction is targeted at developing gas supplies to the Khabarovsk Krai and the Sakhalin Oblast as well as arranging gas deliveries to the Primorsky Krai. The 1,350-kilometer first startup complex of the gas pipeline with the annual capacity of 6 billion cubic meters is to be brought onstream in the third quarter of 2011.
The Kirinskoye gas and condensate field is located offshore the Sakhalin Island. In 2011 Gazprom is going to drill two producing wells in the field, launch construction of an onshore processing facility (OPF) and a gas pipeline from the Kirinskoye OPF to the Sakhalin main compressor station.
Gazprom continues geological exploration in the Chayandinskoye oil, gas and condensate field, Yakutia. In 2010 the Federal Subsurface Use Agency approved the Development Plan for the Chayandinskoye field stipulating 25 billion cubic meters of annual gas production. At present, the Investment Rationale for the field development and gas transmission and processing facilities construction is nearing completion. It is projected to bring the Chayandinskoye field oil rim into development in 2014 and the gas deposits – in 2016.
Construction of a versatile concert and sports center in Vladivostok was launched in October 2010. The center will comply with all international standards for arranging hockey matches, skating races and curling competitions. Besides, it can serve as a venue for concerts and exhibitions.
