OREANDA-NEWS. August 4, 2011. Rustam Nurgalievich began his visit to Refining and Petrochemical Complex construction site with the inspection of Visbreaking unit. PSO Kazan First Deputy General Director, Mars Gazizullin reported on the unit high level of ready for start–up. To date, 1,2 bln. rub is accomplished for unit installation and construction works, among them 65 km. of process pipelines and heat tracing, more than 20 km. of heating cable and 1200 items of Instruments was installed. Integrated testing of equipment was conducted and at the moment company’s specialists address comments issued by Regulatory authorities.

Much lower level of construction completion was revealed on another unit, also in the area of PSO Kazan responsibility – Sulfur production unit. In this regard, serious remarks were made to M. Gazizullin concerning the necessity of proper activity organization, acceleration of construction works rate, impropriety of backdated wages to subcontractors.

Gennadiy Efremov, LLC  Neftegasengineering reported on status of tank farms. In the next few days the civil construction works will be completed, including process pipeline installation, foam extinguishing system, heat-insulation, intersection grounding, ensure fire safety to the extend of installation of fire hydrant and entryways. LLC  Neftegasengineering management was given the instructions to activate the construction works.

Further, R. Minnikhanov headed to the Flare facilities of Refining and Petrochemical Complex. According to JSC  Kamgesenergostroy General Director Alexander Evdokimov, the Flare facility in the whole is ready for commercial operation within the TANECO 1st stage. Low pressure flare is under operation. The commissioning works are under the process on the sour gases flare. High pressure flare to be operated on the further stages of Project implementation is in the standby mode.

In the end of construction site visit Rustam Minnikhanov was given a report of LLC  INVENT General Director Elbek Safaev on current status of Complex Waste treatment facilities. Mechanical, physical-chemical and sorption-coal treatment and disinfection of waste water unit are applied on the block. Slurry dewatering block is ready for integral testing on product and individual dehydration equipment tests are completed. On the biological treatment block the installation works and Instrument connection are under the completion.

After that the President held the meeting with the management of General Contractors on Nizhnekamsk Refining and Petrochemical Complex Project implementation issues.

OJSC TANECO General Director Khamza Bagmanov delivered the report on “Implementation of targets for the commissioning of Stage 1A1 of Start-up Complex”. He analyzed the results of Contractors work, identified high-priority tasks for civil construction works, fire protection, corrosion protection, handover of as-built technical documentation and territory landscaping. Kh. Bagmanov also indicated the key dates of some significant events, such as supply of running product and vacuum residue to the Visbreaking unit; fuel oil supply to the vacuum distillation unit of CDU-VDU; mechanical completion on Sulfur production unit; integral testing with product output on facilities of Stage 1A1 of Start-up complex.

Boris Petrov the Head of Volga region office of Federal Environmental Industrial and Nuclear Supervision service of Russia informed on progress of addressing the comments issued by the representatives of his office by the project Contractors.

When delivering a closing speech Rustam Minnikhanov reminded once again that the more precise works organization is required that will allow fulfilling the set task within the specified dates.

The President was accompanied by RT Prime Minister – Minister of Energy, Ilshat Fardiev, RT President Assistant Rinat Sabirov, JSC  Tatneft General Director Shafagat Takhautdinov and Head of Nizhnekamsk municipal area Aidar Metshin .
