OREANDA-NEWS. July 18, 2011. Rostelecom OJSC and the Government of the Irkutsk Region signed Cooperation agreement to develop regional e-Government segment. The document was signed by Dmitry Mesentsev, Governor of the Irkutsk Region and Head of Government of the Irkutsk Region, and Oleg Shirshov, Director of Irkutsk branch of Rostelecom OJSC.  

Pursuant to the signed Agreement, Rostelecom and the Irkutsk Region regard each other as strategic partners for developing e-Government infrastructure and converting all public and local municipal services in electronic form.’

The parties agreed to use the concept developed by Rostelecom as a basis for developing regional e-Government segment. The concept contains full range of services and technologies that will enable to launch providing public and municipal services in electronic form within the shortest possible time and without any substantial capital investments.   

Distinctive feature of the concept developed by Rostelecom is compliance with the unified technologic policy adopted to build up federal and regional infrastructure of electronic administration, and observance of all necessary requirements on safety and protection of personal information.

Now the government of Angara region is facing one of the most important problems that is to develop e-Government and create all conditions for implementing advanced information technologies in social and economic development of the region. Cooperation with Rostelecom must result in forming electronic interagency communication system and developing relevant infrastructure for state agencies, institutions and municipalities. Electronic access to public services, universal e-card, development of communication services in the region are areas of interaction with the company stipulated by the Agreement’ said the Governor. Dmitry Mesentsev mentioned that electronic interagency communication system is aimed at increasing efficiency of government’s performance, reducing time of services’ delivery and removing administrative barriers.   

‘For the moment, more that 70 subjects of the Russian Federation have concluded Cooperation agreements with Rostelecom on e-Government development. The Irkutsk Region joined them as well now. I hope that signing these presents will be the first step towards dynamic cooperation, and our collaboration with the Region will be efficient and fruitful’ said Oleg Shirshov, Director of Irkutsk branch of Rostelecom OJSC. He also stressed that ‘signing the above Agreement is especially important because now all 12 regions of the Siberian Federal District are involved in the process e-Government development jointly with Rostelecom’.

 According to the orders of the Government of the Russian Federation Rostelecom is the only executor of design work, development and operation of the e-Government infrastructure. For this purpose Rostelecom is consolidating regional, federal and branch data into one steadily functioning data processing and exchange mechanism receiving information from various government structures nationwide.

Unique infrastructure developed by the company: protected communication channels and data processing centers together with experience in carrying out large national projects enable the company to solve the problem successfully both on the federal and regional levels.

Under the public private partnership on the e-Government development Rostelecom acts as a long-term investor. The company has already invested considerable funds into development of the concept including acquisition of the necessary equipment, purchase and adjustment of the software, integration with the e-Government federal segments, and now we offer he concept to the regions under the pattern similar to that of SAAS (Software As A Service).

The company is looking forward to expand cooperation with the subjects and municipalities of the Russian Federation to convert providing public and municipal services in electronic form.
